Thank you for your request for information on 09 January 2024, which is
being considered under the Environmental Information Regulations 2004
(EIR).
 
The information requested is considered ‘environmental information’ as it
meets the definition set out in regulation 2(1)(c) of the EIR. This covers
“measures (including administrative measures), such as policies,
legislation, plans, programmes, environmental agreements, and activities
affecting or likely to affect the elements and factors referred to in
[2(1)] (a) and (b)” including water, soil, land and landscape “as well as
measures or activities designed to protect those elements”. As such it
must be considered for disclosure under the terms of the EIR rather than
the Freedom of Information Act 2000.

From our preliminary assessment, it is clear that we will not be able to
answer your request without further clarification. Regulation 9 of EIR
requires public authorities to provide advice and assistance to applicants
where reasonable.

11 January 2024 regarding your request for information with the
reference RFI 6798. Your request has been dealt with under the
Environmental Information Regulations 2004 (EIR).

 

You have requested.

Please find the information you have requested in the attached annex.
The title of the revenue streams included in this information have been
shortened to their individual acronyms as follows: -

 

FETF – Farming Equipment Technology Fund

FETF AHW – Animal Health and Welfare

 

BPS – Basic Payment Scheme

CS – Countryside Stewardship

ES – Environmental Stewardship

SFI – Sustainable Farming Incentive

 

There are a number of caveats which apply to the information we are
releasing to you. Please be aware the figures are accurate as of 24
January 2024, which is when the information was collated and correspond
to scheme years encompassing the date range 1 January – 31 December.

 

Please note that with regards to Question 3 of your request we can
confirm that the Rural Payments Agency (RPA) does not collect
information on seed and feed prices. Therefore, this information is not
held. Additionally, you will see from the information for the
Sustainable Farming Incentive (SFI) there are no figures for claims made
in 2019 and 2020. This is because the SFI pilot scheme started in 2021.
For 2019 and 2020 we do not hold any information for those two years.  
Therefore, this information is also not held.

 

This information you have requested is therefore exempt from disclosure
under regulation 12(4)(a) EIR ‘Information not held’. This is a
qualified exemption, which usually means that a public authority is
required to conduct a public interest test to determine whether or not
information should be disclosed or withheld. However, the Information
Commissioner (IC) takes the view that a public interest test in cases
where the information is not held would serve no useful purpose.
Therefore, in line with the IC’s view RPA has not conducted a public
interest test in this case.

 

We also attach Annex A below, explaining the copyright that applies to
the information being released to you.

 

What you need to do
