I have seen that an additional £22 million in funding is available through the Countryside Productivity Small Grants Scheme.

Please could you let me know:

1. How many farmers are set to benefit from the additional funding?
2. Has this funding been made available via the UK treasury or the EU?
3. Will funding under this scheme be affected by the exit from the EU?

From our preliminary assessment, it is clear that we will not be able to answer your
request without further clarification. Regulation 9 of EIR requires public authorities to
provide advice and assistance to applicants where reasonable.
 
What you need to do
Please provide clarity on what is meant by ‘the number of farmers set to benefit’? Do you
mean the total number of successful applicants in each round, or for the whole of the
scheme? Or do you require the number of applicants that have received a grant payment?
 
Once we have received the above information, we will be able to proceed with your request
and advise whether we can provide the information. Please note that the 20 working day
timescale for responding to your request will commence from the date that we receive the
clarification.

Dear Information Rights Team, RPA,

Thank you for your email. I understand you may be busy at this time and appreciate you taking the time to ask me for clarity on my request.

I would like the total number of applicants (both successful and unsuccessful) in each round of the whole scheme. Can you provide this information for each of the last 5 years and include the total grant payment awarded. Are you able to break the data down by month?

I notice you have not used the term 'farmers' in this reply yet your CEO says that the scheme is popular with farmers. Can you advise who is eligible to claim for this scheme i.e. private landowners, general public etc. Also can you confirm if you class your applicants as farmers?

I appreciate your time once again and if there is anything I can do to assist you please let me know.

The RPA can confirm that applicants for the Countryside Productivity
Small Grants Scheme must be active farmers. Further details on
applicant requirements can be found on page 4 in the link below.

Funding for the Countryside Productivity Small Grants Scheme is
provided by the EU.

 

The government has guaranteed funding for the Rural Development
Programme for England (RDPE) CPSG if projects are:

 

·         agreed and signed before 31 December 2021

·         good value for money and

·         in line with domestic strategic policies

page two in the link above.

 

Please be advised that the Countryside Productivity Small Grants
Scheme began in 2018, therefore we do not hold scheme information for
that last five years as requested.

 

The information you have requested is exempt from disclosure under
regulation 12(4)(a) of EIR, ‘Information not held’. As this is a
qualified exemption, a public authority is required to conduct a
public interest test to determine whether or not information should
be disclosed or withheld. However, the Information Commissioner (IC)
takes the view that a public interest test in cases where the
information is not held would serve no useful purpose. Therefore in
line with the IC’s view RPA has not conducted a public interest test
in this case.

 

What you need to do

If you are not happy with the way we have handled your request, you
can ask for an internal review. These requests should be submitted in
writing within two months of the date of receipt of the response to
your original request and should be addressed to the Information
Rights Team at the Rural Payments Agency, North Gate House, 21-23
Valpy Street, Reading, RG1 1AF or alternatively email your request

If you are not content with the outcome of the internal review, you
have the right to apply directly to the Information Commissioner for
a decision. Please note that generally the Information Commissioner
