Dear Mr Wesley
Environmental Information Regulations 2004
Thank you for your email, which we received on 20 February 2015,
requesting Copies of all correspondence (electronic or written) between
the Network Planning Casework Unit of the Department for Communities and
Local Government and Watford Borough Council between 1 Jan 2015 and 20 Feb
2015 in relation to Farm Terrace Allotments, Watford.
I confirm that the Department holds the information you are seeking and,
because we consider that the information is environmental in nature in
accordance with the definition of environmental information in Regulation
2 of the Environmental Information Regulations 2004 (‘theEIRs’), we are
handling your request under theEIRs.
We are permitted 20 working days in which to respond to your request from
the date of its receipt. However, where a request involves complex
considerations and the retrieval and consideration of a substantial volume
of material, the Regulations permit us to extend the 20 working day time
limit for issuing a response by up to a further 20 days.
In this case, I regret that we must extend the time limit for responding
by 20 working days due to the complexity of the considerations that the
request raises and the volume of information falling within scope of the
request. We will now try to respond to you by 21 April 2015.
As an organisation, the Department for Communities and Local Government
aims to be as helpful as possible in the way it deals with requests for
information under the Freedom of Information Act 2000 and the
Environmental Information Regulations 2004. If, however, you are
dissatisfied with the handling of your request, you have the right to ask
for an internal review, which should be submitted within two months of the
date of receipt of this letter and should be addressed to:
Department for Communities and Local Government
Knowledge and Information Access Team
2nd Floor NW, Fry Building
2 Marsham Street
London, SW1P 4DF

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. Generally, the ICO cannot make a decision unless you have
exhausted the internal review procedure provided by the Department.
The Information Commissioner can be contacted at:
The Information Commissioner's Office, Wycliffe House, Water Lane,
Wilmslow, Cheshire, SK9 5AF.

Dear Mr Heathcote,
Thank you for your recent response.
However, I do not require all the information that you are willing to supply separately and therefore would be grateful if you would upload just that attachments from the last page of your official response as detailed at annex 1 under "E-mail 3 a and b 5 and 6 Feb".
It would appear there are only six attachments here so this should be an issue for the Department to upload over the new few days.
Yours sincerely,
Frederick Wesley
