Thank you for your information request. We have completed the necessary
search for the information requested. Our response is now detailed below.

Please provide a copy of the Well-being Hub tender document and dates this
was advertised and number of submission responses as this information does
not seem to have been published via the PCS portal.

fair and transparent tendering process was not done. 

The Wellbeing Hubs were developed as a direct response to the COVID
pandemic. Feedback from children young people and families highlighted the
adverse impact of the pandemic and lockdown on their mental health and
wellbeing. In order to respond in agile and iterative manner, recognising
that understanding need and demand was evolving and to some extent an
unknown, the decision taken by Aberdeen City Council and partners was to
develop the Hubs using a test, learn and develop approach to inform wider
systemic change. In doing so we have engaged with a Third Sector provider
to undertake a scoping exercise over the next 18 – 24 months to more
clearly understand and articulate need and demand. Having concluded the
scoping exercise this will allow for a more informed tendering process to
be undertaken.

In addition please provide copies of emails and letters in relation to
this contract between Aberdeen City Council, and Children 1st and 
councillor Jenny Laing, and children 1st. 

No correspondence held.

We are unable to provide you with information on copies of emails and
letters in relation to this contract between Aberdeen City Council, and

I would like to request a review of the information you have provided or failed to provide. Please provide copies of the contract documents and tender specifications as per the contract number provided. I fail to accept that ACC have no correspondence relating to a £4M contract?
I would like to reference you to a press article in the press and journal that announced the tender award to children 1st following and I quote “ three year contract award follows a tendering process” article was published September 4th.

Please provide decision making process to award the contract to Children 1st and why other local third sector organisations were not approached? Including all minutes of meetings, proposals, emails and letters between the council and children 1st.

Thank you for your email and please accept our sincere apologies for the
delay in responding. I have checked with the relevant service and they
have provided the following feedback to your email:

 

Please provide copies of the contract documents and tender specifications

We (ACC and NHSG) had been having informal conversations with Children 1st
since they closed their service in Aberdeen in 2018. This focused on
developing a service which might provide whole family wellbeing support.
The Independent Care Review and Mental Health Task Force Review coupled
with the pandemic sharpened our collective thinking on what such a service
would look like.

 

Delivery of the Vulnerable Hubs in the early months of lockdown were
delivered exclusively by ACC staff with some Arms Length External
Organisation support. Their success along with the conversations with
Children 1st shaped what Hubs might look like post lockdown. At the time
of Strategic Commissioning Committee in September 2020 we did not have a
contract with Children 1st. The aim is to work collaboratively over the
next 18-24 months to develop a service spec that articulates what type of
service we want the Hubs to deliver going forward. Once that spec has been
developed we would tender at that point.

 

This was a service Children 1st have delivered elsewhere in Scotland. That
is not to say other providers couldn’t provide this service but given the
need to move quickly to deliver this then we needed confidence that the
provider had experience of delivering the type of service that we needed.

 

I would like to reference you to a press article in the press and journal
that announced the tender award to children 1st following and I quote “
three year contract award follows a tendering process” article was
published September 4th.

We have no knowledge of, or responsibility for, what the P&J might have
published on September 4^th although it would appear that they have
mis-reported.

the council and children 1st.

Please see above. Discussions were informal. The Business Case approved by
Demand Management Control Board, and subsequently Strategic Commissioning
Committee was for a direct award to Children 1st, not to carry out a
tender at this point.  It would appear that the P&J have mis-reported
that.

 

Tendering will take place at the end of the scoping phase ie by early
Autumn 2022.
