Falsification of Highway repairs on Fix My Street
Dear Oxfordshire County Council,
Further to my previous request and subsequent formal complaint there have been further cases of defects being reported on Fix my street, being marked as completed but work not being done. I also understand this was received by Cllr Bulmer to the cabinet recently so the issue is still ongoing since my past complaint.
As such can you provide the following data from January 2018 to date.
There have been numerous occasions where highway defects have been reported on Fix my Street in Whitchurch on Thames. Examples such as potholes, protruding kerbs that are trip hazards and bollards that have been knocked over , often caused by oversize lorries entering the village against weight restrictions. Many of these defects are just deleted off Fix my Street without any repair.
Can you please provide the following in respect of Whitchurch on Thames;
1) All communication re defects reported via Fix my Street since January 2017
2) Data as to how many defects were
a) reported via Fix my street in each year for 2017, 2018, 2019
b) Physically examined by a highways inspector
c) Repaired
d) Shown as repaired WITHOUT any such repair or awaiting repair
e) shown as repaired, without a repair on FMS but with an explanation given as to why the repair was not carried out.
Can you also provide data for the whole of OCC for the same periods as to
2) Data as to how many defects were
a) reported via Fix my street in each year for 2017, 2018, 2019
b) Shown as repaired on FMS WITHOUT any such repair
Can you also provide ALL correspondence regarding repairs / replacements to the bollard that was recently marked as defective in Whitchurch on Thames High Street, near the Ferryboat since 2015. This particular bollard has been damaged countless times and is rarely repaired without constant perusal of the council. There have been a number of recent incidents where pedestrians have received glancing blows from vehicles in this area as a result of the lack of a kerb and the missing bollard.
Yours faithfully,
Cllr David Bowen

Dear Oxfordshire County Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Oxfordshire County Council's handling of my FOI request 'Falsification of Highway repairs on Fix My Street'.
I find it very disappointing that you are once again hiding behind legislation that is there for the public interest to provide transparency as to what you are doing. The request is clear that this matter has been raised by a County Councillor so one would assume minutes of that meeting are available to display.
Again, this is the second time that I have raised the issue of falsification of the reports on Fix My Street and the second time you have evaded answering the question accurately despite being found to have falsified a number of reports in our village last time.
I would ask that you reconsider this matter to prevent an escalation to Formal Complaint status which I would then pursue to LGO level in respect of perceived falsification of public information regarding repairs to the highway that members of the public are reporting to you.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/f...
Yours faithfully,
Cllr David Bowen
