Fallon Preamble Two,David Jamieson Austerity Radio Interview BBC 12th April 2018

Dear West Midlands Police and Crime Commissioner,
Since my conviction,fine and points, induced by West Midlands Police, for driving at 35mph on an empty main road,I have a deep suspicion about the integrity of all the people involved in the prosecution machine, including the Magistrates and Judges, and including the Independent Police Complaints Commission who claimed they could not intervene because there was apparently `no evidence`of corruption.
There seems to be a policy of destroying evidence or preventing the formation of evidence by refusal to put comments in writing, but I have a policy of restating the verbatum comments made by public officials(POs) to make an official record.In a previous FOI request,called Fallon Preamble One,I produced hard copy quotation of Ashley Bertie and his attitude of non apology for the reintroduction of Average Speed Cameras, despite my researches that it is simply an unjustified police money making scheme, spreading MISERY amongst thousands of drivers marginally exceeding the often fake posted speed limits, with the serious consequences affecting their insurance and job prospects, using the fake excuse of road safety.
In this request,Fallon Preamble Two,I wish to ask questions regarding PCC Jamieson`s contribution to a BBC Radio broadcast on the Danny Kelly Show,Thursday 12th April 2018,a 7 minute clip transcription starting 43min 58 secs into the show.
The audio clip is only available on iplayer until 26th May, therefore the transcript will be the only `evidence`remaining, and if you wish to dispute anything of the transcript accuracy please do so before the deletion date.

BBC presenter Danny Kelly(DK)”Alright,let`s go to the West Midlands Police and Crime Commissioner David Jamieson(DJ),Dave,Good morning”.DJ”Good morning”.DK”Tell us about the cost and who pays for it,please”.DJ”Well,when we heard we`d got the wonderful opportunity of having the Commonweath Games in Birmingham the first thing I said to the Chief Constable were `we`ve got to make absolutely sure the people in the area are safe and people coming from all over the World are safe during this occasion, in four years time`,now,erm,what we were done we were invited to go over and see the security there,and it`s absolutely right that the Chief Constable and a few officers have gone over there to look at the security they have in Australia to get lessons that we might learn for the next four years. I have to say,as well, I was asked if I wanted to go.I said it`s not a strategy matter,I`m not an expert on security,so I`m not going.But I believe the Metro Mayor,Andy Street,has gone,I`m just wondering why,why, he`s there,perhaps he`ll come on your programme to explain that.”DK”Well,could you just answer my question,David,how much is it going to cost and who pays for it?”DJ”Well I`m sure the BBC have got,erm, loads of people over there...”DK”David,David, we`re not talking about,David,,,”DJ”When the Games are over I`ll be able to tell you what`s the total cost is.There will be a cost but, Danny,can you imagine if we didn`t send him over there what the cost would be in not learning these lessons that we can get from Australia,what would the cost be in four years time if things went wrong”.DK”David,O.K,I`ll ask you again,who`s paying for it then”.DJ”That`ll be paid for out of the police budget,the final figure will be available in the next week or so, I`ll be able to tell you that.We do everything openly,but what I`m saying to you,Danny,this will be a small expenditure in comparison to the cost of things going wrong in four years time”.DK”O.K,we`re reading reports that it`s going to be around ten grand,is that close to...”.DJ”That`s the sort of figure that I`ve been told,that`s yes,alright”D.K”Well,let`s work with ten grand,O.K,David,whenever you and I talk about police matters you policitise things regularly and blame the Tories,and about austerity and the lack of budget.How do justify the ten grand?”D.J”I`m justifying it because,Danny,can you imagine if in four years time security went wrong,we had a major incident in Birmingham, that would cost us millions of pounds.let alone the human misery...”D.K”That`s a good point,but what have we learnt then?”D.J”Well,the Chief Constable will be back next week,er,there will be other officers back.I want to know,when he comes back,what we`ve learnt and how we`re going to build that in,in the next few years,to make sure that,err,people are safe and these Games are a hugh success,which we all want them to be.”DK”As I understand, he`s returned.This is a statement we were issued.This is a statement,Lisa,as I understand he`s returned,David. he has since returned.(QUOTES POLICE STATEMENT)`Chief Constable David Thompson is one of five West Midlands Police officers who have been in Queensland over the past few days,err,he has since returned!!The group,who flew economy class,have been observing how security has been operating at the Gold Coast`.He`s back in Blighty,David!!D.J”That`s right,so,so,I will be hearing from him shortly...”D.K”But you just said he was in Australia??”D.J”Aggh,Danny,I will be talking to the Chief Constable and the other officers about what they`ve learnt.We don`t do that instantly,they`ll be preparing a report and I`ll be looking at that report to see what they`ve learnt.Danny,you think of what the BBC have spent over there,...(xxx unintelligable counterspeech....)”D.J”It is right that the police should also send people over there to make sure that we learn lessons from security in Australia.If we didn`t do it,and there was an incident,in four years time,you would be quite rightly coming to me and saying`David,we should have sent somebody over there...”.D.K”David,how did we keep over a million visitors to Birmingham safe over the Christmas Market?You didn`t send cops over to Frankfurt”D.J”Well,yes,yes we did, we went to learn from other places.We do send people out to other places”D.K”So where did we learn from Frankfurt?Who flew where then?”D.J”We did,officers are very often go these other places where there`s been terrible things happen,and we do learn things from each other.That`s part of what we do,Danny....no right to critisise”D.K”But surely,my point is, keeping a person safe is the same principle whether you are in Australia,or whether you are in Frankfurt,or whether you are in Birmingham. What on Earth can a cop learn from another cop about keeping the public safe?”D.J”Danny,a hugh amount”.D.K”Tell me!”.D.J”What they`ve experienced over there,the challenges that they`ve faced,we can learn a great deal.I`ve been learning,for example,from the Manchester concert tragedy,awful incident there,we have been listening to Manchester and trying to put some things in place here in Birmingham to keep people safe”D.K”Such as what?”D.J”You don`t always have all the answers yourself,you have to actually go outside,learn from people who are doing it, get the very best international experience to keep people safe here in Birmingham”D.K”David,now listen!Don`t bring in the BBC again,please!Why didn`t you just have some sort of videocall from an Australian cop saying `O.K Mr Thompson,this is how we did it.You keep the ten grand, in your coffers,because I know you are always moaning about,well not you,but I know your boss is always moaning about austerity,this is how we do it,this is how we keep the public safe”.D.J”Danny,even your listeners will be amazed at what you`re saying,you`ve got to go to the place to find out,to talk to the chiefs over there,to talk to the people on the ground.If we didn`t do it you would be criticising us for that, and your listeners must be able to see that. For the sake of convenience for the purposes of my FOI request I will refer to the above record as "Jamieson Radio Interview(JRI) 12th April", the interview demonstrates the typical strawman tactics of a seasoned politician, but it does demonstrate a certain air of evasiveness and confusion.

FOI Q1.Reference Jamieson Radio Interview(JRI 12th April),Mr Jamieson states that he was invited to attend the Commonwealth Games but turned down the invitation.Please disclose the correspondance thread regarding Mr Jamieson`s invitation and response.
FOI Q2. Please disclose the correspondence thread between the Chief Constable and the Office of the PCC regarding the trip to Australia, to see if the number and nature of the police personnel attending, and the dates of absence from the U.K, were advised and approved in advance.
FOI Q3.Please disclose any documentation produced prior to the visit regarding the anticipated cost and, if available subsequently,please disclose the actual costs incurred.
FOI Q4.Please disclose the ranks and gender of the officers who accompanied CC Thompson to Australia, and advise how these officers were selected.

Dear West Midlands Police and Crime Commissioner,
I have only just become aware that the Birmingham Mail published a story,based on a police press release,on MONDAY April 9th, which explained that: "Chief Constable David Thompson is one of five West Midlands Police officers who have been in Queensland over the past FEW days",then the statement added: "The total cost of the trip, which spanned around THREE WEEKS, is in the region of £10,000".
This media story was presumably the basis for the radio interview on THURSDAY 12th April during which Mr Jamieson foolishly made considerable efforts to avoid explaining the realities, apparently IGNORANT of the fact that some of the details had previously been released and that the Chief Constable had actually returned, and the Chief explained he had actually learnt very little relevant to Birmingham,other than the obvious need to use keen and trained volunteers to keep costs down.
My FOI request is for disclosure of the hard copy correspondence relevant to the Australia trip, because the public perception is that it was simply an expensive police jolly for the Chief and his mates, arranged simply by a nod and a wink with casual meetings and phonecalls to Mr Jamieson without any regards to necessity in consideration of the impoverished and abused West Midlands taxpayers who really have had enough.

I am writing to request an internal review of West Midlands Police and Crime Commissioner's handling of my FOI request 'Fallon Preamble Two,David Jamieson Austerity Radio Interview BBC 12th April 2018'.

The whole point of the request was to establish if Mr Jamieson acted in a responsible way, which he is supposed to do on behalf of the hard pressed tax payers of the West Midlands, to scrutinise any request properly in a business like manner, or nievely gave the go ahead, without any proper consideration of all the facts or the real costs at a short,cosy meeting(SCM) . The OPCC response to ALL my questions is basically that NO recorded information is held to anything, NO record of the personnel who were agreed to attend or for how long, NO proper consideration of the costs, NO business case presented for analysis, just a nod and wink to go ahead given at a short,private,unrecorded, meeting between Mr Jamieson and the Chief Constable.

I find it totally unacceptable that Mr Jamieson appears to be making decisions without proper consideration at short meetings, without understanding all the facts or implications, and apparently failing to keep records of his decisions with many things being`off the record`.I note that the previous PCC,Bob Jones,was prepared to stand up to the Chief Constable when, after considering the facts properly, he considered police expenditure plans contrary to the public interest.

Mr Jamieson is a seasoned Labour politician and is trained to put a spin on all situations so that the truth is hard to establish,and I am just a hard pressed tax payer disillusioned with how the system is being run.I now assume that,regarding the NO information held response to my FOI Q1,that the invitation to attend the Games was not generated by the host nation but was informally issued by CC Thompson as part of the buttering up process.
APPEAL POINT ONE.
I accept that, apparently due to the lack of hard copy records , no one within the OPCC,apart from Mr Jamieson himself, appears to know what has been agreed with the Chief Constable, but the taxpayers expects the PCC to be acting responsibly on their behalf,not being too cosy and compliant with the Chief Constable, making decisions only after proper consideration of all the facts,and to be accountable to them by keeping proper records of decisions.You confirm that the PCC has weekly meetings with the Chief Constable,please confirm if an independent person(if so,who) takes minutes at these weekly meetings,or if any official recording is made and kept by any named person. Does Mr Jamieson use a recording device or keep written notes from these meetings in a diary or notebook or on an electronic device ?Please advise the public what records are actually kept for future reference to explain why no information appears to be held or available.
