'Fake' instagram followers

Dear Department of Digital, Culture, Media and Sport,

Are Oliver Dowden's accounts personal or run by government? Does the DCMS marketing or communications team help write and produce content for his accounts? How many people are involved in this on a full or part time basis?

Has Oliver Dowden or anyone employed either directly by him, the department of Digital, Culture, Media and Sport or by central government ever paid a third party service to help secure more followers for his instagram or other social media accounts. If so, was this using government, his own or other funds? How much was spent and is the practice ongoing?

Does this practice apply to other DCMS social media accounts including but not limited to @DCMS, @dcmsgovuk, @dcmsarts, @dcmsinsight, @dcmslibraries
