FREEDOM OF INFORMATION ACT 2000 – INFORMATION REQUEST

In accordance with s.50 of the Act, I have considered your request for
internal review and complaint against the response issued to you in
relation to your information request.  I apologise for the lengthy delay
in responding to your Internal Review request and I have included an
investigation into why this stage of your request was delayed in my
review.

My decision is that your complaint is successful and the complaint is
upheld.  I have explained my reasons for this decision next and the
information requested is shown below.

Reviewing the WhatdotheyKnow website clearly shows that your request was
sent to the Council however, receipt of this was not acknowledged by us
nor was a reference number provided.  I have searched our FOI system and
have been unable to find any record of your request on this.

Therefore, we did not handle your request in line with our processes and
we apologise for this.  We are currently undertaking a full review of our
request handling processes and have recently provided training or
refresher training to a number of officers located within the Council
Departments.  The aim of the full review is to improve our processes to
enable us to avoid issues such as you have encountered.

It would appear that a similar issue occurred with your Internal Review
request.  Again, I would like to apologise on behalf of the Council.

You asked about the accounts for the Blackpool Fairness Commission and
whether the Council provided any monies to this Commission. 

I have liaised with Council officers in relation to this and I have been
provided with the following information.

As Fairness Commission doesn’t currently incur any expenditure or
income, it does not produce any accounts.

The Council does not give any money, by way of funding or grants, to
the Commission. Members of the Commission have pledged to give their
time voluntarily to help the Commission achieve its objectives. 
Council staff do assist the Commission and offer support and advice
when requested, as they do for many other organisations and groups in
Blackpool – this represents a tiny fraction of their overall
activity.

The Blackpool Fairness Commission does have a website which provides more
information about the Commission and its representative membership and

If you are not happy with the outcome of the review, you have the right to
apply directly to the Information Commissioner’s Office for a decision.
