3. What evidence you have that these bye-laws are necessary? This should include any documents, emails and meeting records.

4. Whether an Equalities Impact Assessment has been undertaken? If so, can I see it please?

5. What consultations were undertaken BEFORE drafting the bye-laws? Again, please share the records of any such consultations in whatever form you have them.

6. Any evidence that the economic impact of these bye-laws has been considered. Again, please share the records of any such considerations in whatever form you have them.

FREEDOM OF INFORMATION ACT 2000

BYELAWS AT BEXHILL, CAMBER, FAIRLIGHT, PETT AND ICKLESHAM

With reference to your request received on 23 March 2011 about the above
Byelaws, we would respond as follows:

1. The names of the councillors and/or committee that are responsible for
initiating or developing these byelaws?

The draft byelaws were produced by the Byelaws Working Group. The Byelaws
Working Group was established by its parent committee, the Services
Overview & Scrutiny Committee. The members of the Byelaws Working Group
were:

o Councillor P R Douart (Chairman)
o Councillor M D Ensor
o Councillor M J Kenward
o Councillor P G Lendon (until 14 April 2010)
o Councillor C N Ramus (from 4 October 2010)
o Councillor C F Starnes

As the current Council has now come to an end in readiness for the four
yearly District Council Elections on 5 May 2011, the Byelaws Working Group
has also come to an end. The Working Group will be reformed by the new
Council after the elections; primarily to consider consultation
responses. When the Byelaws Working Group has prepared a final draft of
the new byelaws, this will be considered by the Services Overview and
Scrutiny Committee and then the Cabinet. Following the approval of
Cabinet, the byelaws will be sent to the Department for Communities and
Local Government for confirmation.

2. With regard to request one, any records you have e.g. emails, meeting
notes/minutes or reports.

Age of byelaws, consequent inadequate penalties, social change, Atkins
Report re: Camber (attached).

4. Whether an Equalities Impact Assessment has been undertaken? If so, can
I see it please?

Not yet. Equality target groups have been included in the Public
Consultation.

5. What consultations were undertaken BEFORE drafting the byelaws? Again,
please share the records of any such consultations in whatever form you
have them.

An Informal Public Consultation was undertaken in December 2008/January
2009. 71 responses were received. A summary of responses is attached.
Personal details have been redacted.
