Failure to respond to Electoral Registration Forms

We're waiting for Mr Scott to read a recent response and update the status.

I am writing to ask how many households failed to respond to the Electoral Registration forms over the last two years (2015 & 2016). Out of those who failed to respond, how many were fined and how much was the average fine?

Dear Mr. Scott,
 
Thank you for your e-mail seeking information about non responses to
electoral registration enquiries.
 
Responsibility for maintaining the electoral register lies with the
Electoral Registration Officer for each council area  and, although
appointed by the council, the Electoral Registration Officer’s
responsibilities and duties are personal. The Electoral Registration
Officer is not a public body for the purposes of the Freedom of
Information Act 2000 and is not therefore subject to the provisions of the
Act.
 
However, I am happy to assist in this case and provide information outside
of the Act as follows:
 
I am writing to ask how many households failed to respond to the Electoral
Registration forms over the last two years (2015 & 2016).
 

* During the Annual Canvass for the Register of Electors published on 1
December 2015, of the 101,119 properties contacted there was no
response from 22,369 properties to the Household Enquiry Form.

 

* During the Annual Canvass for the Register of Electors published on 1
December 2016 of the 101,133 properties contacted here was no response
from 20,383 properties to the Household Enquiry Form.

 
Completion of the Household Enquiry Form does not lead to an individual
being registered to vote. It merely triggers action from my staff to
invite a person to register or to commence the process of removing a
person who is no longer at an address. Very many people apply to register
to vote during and outside of the manual canvass (particularly in the run
up to a national election) and, in the main, use the Government internet
portal to do so.
 
I should also point out that there are two Universities located in City of
York Council area. Each room within their campus accommodation constitutes
a household. Response rates tend to be poor from these properties and the
law has recently been changed to enable easier student registration as
this has been a  problem in all University towns and cities.
 
Out of those who failed to respond, how many were fined and how much was
the average fine?
 
None.
