Failure to respond to Electoral Registration Forms

I am writing to ask how many households failed to respond to the Electoral Registration forms over the last two years (2015 & 2016). Out of those who failed to respond, how many were fined and how much was the average fine?

Dear Mr Scott,

 

I refer to your request for information regarding Electoral Registration.

As you may be aware, the Freedom of Information Act does not list any
person appointed under the Representation of the People Act, 1983, which
is the principle legislation governing elections and electoral
registration. Therefore, the Electoral Registration Officer, Returning
Officer or any other person appointed under the Act are not subject to the
provisions of the Freedom of Information Act.  Notwithstanding that there
is no statutory obligation to provide this information please find below
the information requested.

In 2016 Households that did not respond to Household Enquiry form – 19,155

In 2015 Households that did not respond to Household Enquiry form – 27,508

No properties were fined in 2016 or 2015.

I hope this is satisfactory.  If, however, you are dissatisfied with our
response to your request for information, you can ask for the decision to
be reviewed in reply to this letter.  The review will be removed from the
Directorate and coordinated by the Council’s Information Governance
Officer.   A request for review should be directed, by email to

You are of course entitled to apply to the Information Commissioner at any
time, although the Commissioner will not usually investigate until the
