Failure to respond to Electoral Registration Forms

Currently waiting for a response from Barking and Dagenham Borough Council, they must respond promptly and normally no later than (details).

Dear Barking and Dagenham Borough Council,

I am writing to ask how many households failed to respond to the Electoral Registration forms over the last two years (2015 & 2016). Out of those who failed to respond, how many were fined and how much was the average fine?
