Failure to record crimes- employee procedures.

Gwent Police - Crime Data Integrity inspection 2018 by HMICFRS

‘Despite these advances, the force is still failing some victims of crime. We examined crime reports from 1 November 2017 to 30 April 2018. Based on this, we estimate that the force fails to record over 5,100 reported crimes each year.

‘This is a recording rate of 90.5 percent (with a confidence interval of +/- 1.64 percent). The 9.5 percent of reported crimes that go unrecorded include violence offences and those that result from domestic abuse.

‘Incorrect recording decisions are often caused by officers and staff not understanding the crime-recording rules. The force has provided additional training.

‘But we found that some staff and officers still don’t properly understand the crime-recording requirements for:
* common assault;
* harassment;
* malicious communications; and
* public order offences.
These errors are further compounded by limited supervision of crime-recording decisions’.

Please provide the data on file which applies to the below.

Since the HMICFRS inspects on a regular basis:

- Could you please provide the data for of any procedure ( including disciplinary) when officers are found NOT to have recorded crimes reported to them by the public - as the report states.

- And during the last three years, how many employees have been disciplined for not recording reported crimes in the proper manner?

- How many employees have reportedly lost the evidence from cases in which they have been involved during this period? This would be via public complaints that they have done so.

Presumably the force has been presented with a copy of this report’s statistics, as it is an exercise which demonstrated how the GP is failing it’s public.

And it would need to demonstrate exactly how...so that improvements can be made.

It would therefore fall into the scope of the request.

I am asking for the ‘ Gwent Police - Crime Data Integrity inspection 2018 by HMICFRS’, of which you should have a copy.
- including any statistical data ( And internal advice to the GP) which the inspectors have produced.

As you seem to be stating that the Gwent Police have NOT received this report, i could ask the HMICFRS for a copy - if you are unwilling to provide any of the statistical data, on which the inspectors based their recommendations
