Failure to provide continuous Double Yellow Lines between Cwrt Jubilee and Westbourne School Boarding House Plymouth Road Penarth CF64 3DQ
Dear Vale of Glamorgan Council,
Please provide the reason the Double Yellow Line Parking Restrictions on Plymouth Road Penarth do not apply to an 18 foot kerbside between Cwrt Jubilee and Westbourne School Boarding House Plymouth Road Penarth CF64 3DQ. Double Yellow Lines are not present at this length of kerb. Neither are they present on the Left hand facing or Right Hand Facing side of this point.
This is inconsistent and leaves the site vulnerable to unsafe Parking.
Please cite the statute, bye law or guidelines relied upon to authorise exemption of this Kerb
Please explain why vehicles are permitted to Park there as they frequently do. The result of parking vehicles there is they cause a Road Safety Hazard to vehicles exiting Cwrt Jubilee and Westbourne School Boarding House Plymouth Road Penarth CF64 3DQ

Our response
The relevant legal Order referring to the double yellow line parking restriction is attached clarifying the relevant legislation under which the Order was made.
The Order was implemented in 2005 which is quite some time ago and therefore there are only limited records. However, it is understood that the Order was progressed to prevent parking at the junction of Cwrt Jubilee, as it compromised visibility looking south along Plymouth Road.
It is presumed that there the Order did not extend to the north of the junction because visibility in that direction wasn't deemed to be an issue. If it was then it would have included a short length of 10metres on that side of the junction too
