November 2018,  regarding how events such as Lord Mayors Irish Night and
Failsworth Festive Feast are funded and whether these events pay for
themselves or whether the council awards a payment. 

 

Both events you refer to: The Lord Mayors Appeal – Irish Night and
Failsworth Festive Feast 2017 were ticketed events. A ticket had to be
purchased for entry to each event. For the Lord Mayors Appeal, individual
councillor(s) contributed to the appeal and for the Failsworth Festive
Feast individual councillor(s) donated funding for materials.

 

Details of Councillor contributions can be found in the budget report of
the meeting papers of the Failsworth and Hollinwood District Executive
which are publicly available on the Council website and free to be
accessed at any time.

I am writing to request an internal review of Oldham Metropolitan Borough Council's handling of my FOI request 'Failsworth Community Events'.

I was advised to look at the Budget Report 17/18 which I have done. However this does not give a detailed explanation of what the money was actually spent on. The minutes were signed off, so I would presume that receipts for expenditure would have been observed by the assigned officer.

Councillor Garry reports £750.00 for entertainment for St.Patricks Night Party. What does that mean? From what I read, the event raised £1000.00 towards The Lord Mayor’s Cancer Charity..........does that actually mean the benefit was in reality £250 if you deduct the original £750 outlay. If that is the case, it seems a small reward in the circumstances.

I was also informed that both the above Party and the Christmas Festive Feast were “ticketed”........so what exactly did the monies raised from these tickets go towards. For the latter, several financial contributions were made by various Councillors too and again I ask what was it actually used for?

An explanation and some clarity would be very much appreciated as just being directed to the budget is at best vague.

Thank you for your reply in this matter.

However, your answer is far from satisfactory. I was informed by Kenny Penworthy that both events were ticketed. Therefore, firstly regarding the “Festive Feast”, how many tickets were sold and what was the charge per ticket?

You attached a statement but did not show any receipts or invoices for any of the purchases. Also, there is no mention of the Councillors who contributed £212 to the event or the amount given by Councillor Bates and Councillor Brock plus the funds raised by the entrance fee.

Secondly, The St Patrick’s Night Event was part of The Lord Mayors Appeal. You informed me that Councillor Garry donated £670 for a ceilidh band, so where did this sum of money come from and again where is the invoice for the booking of said band? You informed me that £875 in total was donated to The Appeal on the night. Does that include the £670 from Councillor Garry. There is no breakdown and no explanation

I would again ask how many tickets were sold for this event and at what price?

So I would be grateful if you could answer the above questions not only for my benefit but for other residents who would also like to know. I would presume that the budget for these kind of events must be signed off by the finance officer, so he/she must have requested proof of purchases before doing so.
