4. Given the relative prosperity of York, with York outer the 4th least deprived constituency of 533, the civil servants scoring based on relative prosperity, health. education, might not have scored need ( as against wants) highly.. what was the scoring matrix?

Please see below the response to your enquiry under the Freedom of
Information Act (FOIA). Please accept the councils sincere apologies for
the delay in responding.

 

 1. The first bid .. as submitted to government- you may need to redact in
parts but I don’t see why.

 

This is attached. Some information has been withheld under section 40 as
it constitutes personal information and under section 43 of the FOIA
because it is considered to be commercially sensitive and would be likely
to prejudice the council’s commercial interests.

 

The council accepts that there is a public interest in the bid submitted
by the council for Levelling Up Funding and that there is a strong public
interest in the transparency and accountability in relation to this
project.

 

However releasing some of the information would likely impact the councils
ability to successfully bid for future funding therefore having a negative
impact on the councils finances and the public purse. It is therefore
considered the weight of public interest is in maintaining the exemption.

Feedback from the Round one bid was provided verbally (only when a call
was requested) and did not include a score.

 3. The second bid as (1)

 

We do not hold a copy of this bid. The submission process for the second
round was via an online portal, unlike the first round which was submitted
via email. Content was added from a range of source material including the
round one bid.

 

A report was taken to Executive in June 2022 setting out the proposed
contents of the Levelling Up Round Two bid, with the detail of the final
bid being delegated to the Director for Place in consultation with the
Executive Member for Finance and Major Projects. A report was taken to the
Decision Session for the Executive Member for Finance and Major Projects
in October confirming the final composition of the Levelling up Round Two

 4. Given the relative prosperity of York, with York outer the 4th least

Government did not release scores, instead they focussed on areas of
strength and areas that could be improved in the applications, to inform
applications for future funding opportunities. There was a explanatory
note published by the Government to ensure transparency over the
decision-making process.

 

Bids were assessed on Strategic Fit, Economic Case and Deliverability, as
set out in the written feedback (attached) which was received at the end
of February for the Round Two bid.
