Extent of 'Sample' referred to in FOI 315 Freedom of Information Request

I refer you to FOI 315 Freedom of Information Request

You say that a 'sample' of complainants in prisons and YOIs are sent the GSS survey - please tell me:

1. Out of the total number of complainants, what is the percentage in the 'sample' you state is sent the GSS survey?
2. What is the number of complainants contained in the 'sample'
3. What determines which of the complainants are included in the sample?
4. What determines which of the complainants are excluded from the sample?
5. Why do you not send a copy of the survey to all compainants?

Following the latest Government advice about the COVID-19 emergency, the Prisons and Probation Ombudsman now has restricted access to our office, and we continue to work remotely.

•All our post is scanned, assessed and eligible complaints are sent to investigators who are working remotely.
•We are using email a prisoner to respond to complaints from people in prison where appropriate, being mindful of the need for confidentiality.
•We post letters and reports that cannot be sent by email once a week.
•We are unable to return original documents. People in prison can request to have their complaint forms photocopied and sent to us free of charge.
