Extension to Cowley LTN trial due to escooters

Dear Oxfordshire County Council,

I would like to understand why the initial six month trial for the Cowley LTNs has been extended, due to the introduction of e-scooters. Please therefore provide me with:

1) copy of all correspondence from current serving Oxford County Council Cabinet members and the "Director of Community Operations of the County Council" (who authorised the extension) that specifically relate to this trial extension.

2) Please also provide me any correspondence between current county council cabinet members and any internal "active travel" OCC personnel who were also involved in this decision.

3) Please provide me with any correspondence between OCC cabinet members / officials (both) and third party organisations who were involved in the LTN trial extension discussions. Please feel free to redact any personal NAMES of any third parties involved in such discussions (i.e. individuals' names). However, I want to see if any third party ORGANISATIONS were involved in this discussion.

4) please also provide me with any evidence of contemporaneous mandated statutory notices / adverts that are required in order for this trial extension to be legally valid (i.e. advert in the Oxford Mail, published on a certain date, if required).

In all of the above, the time period of my query is from 7 May to the date my request is processed.

Dear Mr Parnham,

This was published in the Oxford Times on 13 May 2021.

 

Please note as a point of clarification, a modification re-sets the start
of the 6-month consultation period but does not extend the overall
18-month maximum ETRO period, the start of which is timed from when the
initial ETRO goes live. (so, for the 3 LTNs, from 1 March, 8 March & 15
March 2021 for the Church Cowley, Florence Park and Temple Cowley LTN
ETROs respectively).
