Under FOI please provide me with all expenses whether paid directly or reimbursed to individuals claimed by the university's executive, deans, SMT and governors. This should be broken down by purpose (event, trip, engagement etc), and by type (e.g. travel, accommodation, meals, entertaining
others, etc).

It should also include expenses [as defined above] related to the individuals' partners and families.

This should be provided in spreadsheet format.

I refer to your request for information dated 16^th September 2011 and
clarification dated 30^th September 2011 (emails below).

 

University reimbursed expenses must be incurred only  for work undertaken
by members of  the University’s Executive in executing their duties for
the University.  Expenses relate to work wholly and entirely for
University business in support of the University’s strategic goals
including delivery of its  international strategy. Regulations governing
the University’s expenses policy can be found in the University’s Expenses
Manual ([1]http://www.gcu.ac.uk/fno/staff/fnopublic...). A list of
expenses for the University’s Executive for the past 3 years can be found
in the attached file.

 

Information relating to expenses for the Deans, SMT and governors is not
in an accessible format and would need to be extracted and compiled from
the University’s Finance System. To extract the information for the
University Executive takes approximately 18 hours’ work for each year. On
the basis that each of the SMT for each School is approximately the same
size as the University Executive it would take 18*6 (6 Schools) per year
i.e. a minimum of 108 hours per year.  This work would be undertaken by an
accounts clerk (Grade 6, £16.53 per hour). Hence the minimum estimated
total cost of providing this information for one year is 108*£15 (maximum
chargeable hourly rate) i.e. £1584. As the estimated cost of providing
the requested information exceeds the cost prescribed in the regulations
of £600 the University is relying on Freedom of Information (Scotland)
Act 2002 paragraph 12(1) Excessive cost of compliance together with
paragraph 13(2) to withhold the requested information.
