Further to your email dated 28 April 2014, I am writing in response to your information request in which you asked:

Please could I have a breakdown of expenses for financial year 2013/2014.

Information should include:

During the financial year 2013/14 the Office of the Parliamentary and Health Service Ombudsman (PHSO) spent the following amounts on travel, accommodation and subsistence:

Trains £145,700
Hotels and accommodation £37,300
Non-taxable working lunches £30,900 (i.e. reimbursement of expenses directly incurred with subsistence bands)
Subsistence £12,000
External venues £10,800
Air travel £3,100
Private vehicle usage £1,900 (mileage rate same as HMRC limits. No lump sum paid)
Taxis £4,200
Miscellaneous travel & subsistence £6,400

Total £252,300

Also, as an organisation we have continued our commitment to reducing our travel costs where possible by using video conferences for meetings between our two offices in London and Manchester and ensuring to purchase travel tickets in advance.

The figures provided to you are an aggregation of over 5,000 expense items on our electronic database. Unfortunately the database does not provide the level of detail you are seeking and to provide you the requested information we would need to check each item manually. To carry out this task we have estimated it would exceed the ‘appropriate limit’ set out in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004.

Section 12 of the Freedom of Information Act 2000 (FOIA) provides an exemption from the obligation to comply with a request for information where the cost of compliance is estimated to exceed the appropriate limit (£450 or 18 hours at £25/hour). Accordingly, due to the length of time it would take to look into every expense item we hold, I am unable to provide this information to you.

If you are interested in a breakdown of a particular area of expense, we would be happy to provide it if feasible or identify how much it would cost to provide that information if it would fall outside the Freedom of Information cost limit parameters.
