Thank you for your request for information dated 12 July 2019 (received by
the Council that same day) which has been passed to me for attention. 

 

You have requested the following information:

As you are referring to downloadable monthly and quarterly payments your
request would appear to have been made from an English perspective,
basically akin to the information that would seem to be proactively
published in England under the Local Government Transparency Code.  I
would advise that this Code does not extend to Scotland where Angus
Council is based.

 

In response to your request I refer you to the attached spreadsheet in
.csv format which we have extracted from the council’s financial ledger. 
In order to enable us to release this information to you we have had to
exclude itemised transactions relating to foster parents, direct payments,
personal allowances etc. of circa £2.2m  However, the following is the
overall value for all transactions for the same quarterly period: £
57,532,081.08.

 

In compiling responses to information requests we invariably use
information which is routinely published on the Council’s website or
through its Publication Scheme which can be accessed at the following

I refer to your modified request for information dated 31 July 2019 (received by the council that same date).

By email dated 12 July 2019 you had requested "latest monthly (if available ) or Quarterly Payment to suppliers or Council expenditure data of Angus Council. I need to download the data in a CSV file." In response we advised that we do not publish such information monthly or quarterly.

You have now modified your request by requesting "latest monthly (if available ) or Quarterly Payment to suppliers or Council expenditure data of Angus Council, it must contain Title of Contract, Start Date, End Date, Value, Supplier Name. I need to download the data in a CSV file."

For this reason we are treating your request as a new request for information.

Refusal Notice

In response I would advise that the council does not hold this information in the format it is requested by you as we do not collate or publish either monthly or quarterly information as there is no business need for the council to do so. What we have provided to you on the 26th July 2019 is what we can provide within the cost limitations in terms of Section 12(1) of the Freedom of Information (Scotland) Act 2002 ("the Act"). The council does not have to provide you with the information requested in terms of where it would cost the council over £600 to do so. In terms of the Act, the council cannot charge for requests that cost less than £100 to deal with and it can charge 10% of costs for requests costing between £100- £600 to deal with. However, the council has decided that there will be no charge for requests costing less than £400 to process.

In order to put this into context for you, if we provided you with the information you are requesting now we would have to manually search through all entries in the list provided to you, then check whether a payment has been made on the basis of a contract of some duration and collate from across the council information on the starting and end dates and overall value of contracts.

We have estimated that to carry out this work is likely to cost well in excess of £600 to process your request.
