Expenditure on consultaion of Luxury Golf resort
Dear Wirral Metropolitan Borough Council,
Can you please inform me why the council have spent approx £250,000 on consultation alone regarding the proposed luxury Golf resort even before the proposal has gone before planning committe,when crucial public services are being slashed across the board? Thankyou.

I am writing to request an internal review of Wirral Metropolitan Borough Council's handling of my FOI request 'Expenditure on consultation of Luxury Golf resort'.
The reason for this request is that I deem my FOI request absolutely in the public interest, for the following reasons.
1/ Wirral Met Council have had to make serious cuts across the board in crucial public services ,whereby putting many citizens under health and safety risks even likely premature unnecessary fatal risk. These cuts imposed clearly bring into question breaches of human rights. Yet the Leader of the council Mr Phillip Davies continually pushes for the vastly unpopular Hoylake Luxury Golf resort, 3 housing developments, luxury hotel complex and Spa, on our most ecologically important greenbelt. Quarter of a million ££S+ have already been spent from the public purse on consultations alone on this vastly unpopular unnecessary development on Greenbelt. Even today in our local newspaper headlines the Globe reports that Mr Phil Davies on interview has revealed that even a further £660,0000 may need to be spent on further consultation alone. That brings to a total approx £1million from public purse spent on consultation alone on this vastly unpopular and highly environmentally damaging development on our Greenbelt.
In these tough times of deep cuts (here on the Wirral) in public services , seriously affecting health and safety of the public , and the continuing spiralling costs on this unpopular development , on consultation alone must now come under proper public scrutiny.
2/ In order for the council to fulfill proper democratic and transparent due process, this request must surely be complied with, taking into account the above

I write in response to your email of 6 October 2016 seeking an internal
review of the Council’s response to your request for information.
Your original request of 4 October 2016 stated, “Can you please inform
me why the council have spent approx £250,000 on consultation alone
regarding the proposed luxury Golf resort even before the proposal has
gone before planning committee, when crucial public services are being
slashed across the board? “
This request was responded to by email dated 5 October by provision of a

being information that is ‘readily accessible by other means’ under the
provisions of Section 21 FOI Act 2000. The rest of your request was
considered not to be a valid request for information under the legislation
as it sought opinion/explanation, not recorded information.
I can advise that the initial report has now been superseded by the most
recent report on the proposed development, which can be found at the

This provides current information regarding projected costs and
specifically addresses the issue of funding at item 6.0 Financial
Implications.
