I make this request under the Freedom of Information Act and the Environmental Regulations.

There is a degree of conflicting information in local media as to how Exmouth's Ferris wheel came to be on EDDC land and for how long it was initially to be in situ at Beach Gardens etc etc. Various councillors seem to be giving conflicting accounts as to who said what and when but I, and I am sure others, would like to know the facts according to EDDC . (You will perhaps recall you have dismissed comments from councillors as personal opinions and not those of EDDC so let us see what EDDC says in this case.)

Please tell me how the idea of a Ferris wheel at Exmouth came about. Whose idea was it to provide this facility? Did the council approach an operator, or did an operator approach EDDC? Whichever way it came about, did EDDC make enquiries of any other provider to ensure that they were getting the best deal for the district?

What information does the council hold about the original period that the Ferris wheel was intended to operate? Was it intended, in the first instance, only to be operated for 28 days? If more, when was the planning application made and when was a decsion made? Please supply copies of any and all correspondence, paper and electronic concerning the dates of operation and dates of planning applications.

When it was considered that the Ferris wheel might operate beyond the 28 days (for which we are told no planning permission was required) who raised the issue of planning permission? What steps were taken, when, and by whom, to obtain the necessary planning permission?

Please advise as to how many local people or businesses were contacted directly and advised of the planning application, when they were advised and by what means. (No need for names, numbers and streets will suffice and avoid confidentiality issues).Please supply a copy of any email(s) reportedly sent on behalf of EDDC to ETC and/or Exmouth councillors - to include date and recipients.

Who, from EDDC, managed this project? Was it part of Alison Hayward's Regeneration remit?
Does EDDC have any intention to repeat this exercise next year, at Beach Gardens or at any of the other locations that have been suggested in Exmouth. If so how will the opportunity be marketed?

You are asking for detailed explanation rather than any specific
information we may hold. Notwithstanding this, it can be confirmed that,
while the Council had had a conversation with a big wheel operator to test
market interest, a separate operator made a direct application to EDDC to
carry out the activity and it was this operator who was permitted to
locate in Beach Gardens.

No information is held regarding the council approaching other Ferris
wheel operators following receipt of the application.

2.      When it was considered that the Ferris wheel might operate beyond
the 28 days who raised the planning permission? What steps were taken,
when and by whom to obtain the necessary planning permission?

3.      Please advise as to how many local people or businesses were

sent on behalf of EDDC or ETC and/or Exmouth Town Councillors – to include
date and recipients.
Please find attached list of consultees for this planning application.
Consultation letters were sent to all by post on 15^th July 2017. In
addition to these letters a notice was also placed on site. We are not
aware of other correspondence held in connection with this planning
application which is not included with the planning file.

4.      Who managed this project?
The initial application to erect the wheel was processed by our
StreetScene team. Planning applications are processed by our Planning
team.

5.      Does EDDC have any intention to repeat this process next year, at
Beach Gardens or at any other locations?
As has been reported (see -

the Council is currently exploring temporary uses for Queens Drive over
the coming year.
