existence of a CPH number for a Small Fen

The request was successful.

Dear Rural Payments Agency,

1. Please could you let me know if there exists a Holding Number (CPH) for the Small Fen, at the end of Fen Lane, Marham, King's Lynn, Norfolk . This being a small triangular shaped fen in which there is also an oval shaped pond. A footpath passes along the left hand side of the fen. I trust this will enable you to identify the fen.

2. Is the Holding Number over two years old?

Yours faithfully,

R Crusoe

Dear Sir or Madam,

Environmental Information Regulations – Advice & Assistance

Thank you for your request for information on 21 May, which is being
considered under the Environmental Information Regulations 2004 (EIR).

You have asked if a holding number exists for a specific area of land, and
if that holding number is over two years old.

Unfortunately, we have been unable to identify a CPH number from the
details you have provided. Regulation 9 of EIR requires public authorities
to provide advice and assistance to applicants where reasonable so that
people can obtain the information they are looking for.

What you need to do
We therefore require you to provide a postcode to enable us to identify
and locate the information you have requested.

Please be advised that County Parish Holding (CPH) numbers are allocated
to a person/business based on the main holding and land is recorded under
it, for claim purposes when a Rural Land And Entitlements Form is
submitted by a customer. A single CPH number can cover the land and
buildings within 10 miles of its main livestock holding and covers the
location of the land, rather than the correspondence address it is
registered against, which may be different. For example a CPH number could
be issued to an address in Kent, for a farm in Yorkshire.

Please note that if our search returns any information which relates to a
third party, we may write to them to inform them of the request and ask
whether they have any objections to the disclosure of their information,
particularly as disclosures made under EIR are publicly available.

Before we proceed, please can you advise us if you have any objections to
this or if you are content with us to proceed with this course of action?

To advise; we do not disclose your details to the third party, just the
details of the information requested.

Once we have received the above information, we will be able to proceed
with your request and advise whether we can provide the information.
Please note that the 20 working day timescale for responding to your
request will commence from the date that we receive the clarification.

Dear Information Rights Team, RPA,
Thank you for your response.

My understanding is that the postcode for this small fen is PE339JH. I can provide full longitudes and latitudes if that is also required.

I also understand that the owner of the land in question is Marham Poor's Allotment, a registered charity, who also own other plots of land within the parish of Marham.

I trust this enables you to respond. I am content for you to proceed on the basis outlined in your message.

Yours sincerely,

R Crusoe

Dear Mr Crusoe,
Environmental Information Regulations – Information Request
We refer to your request for information dated 28 May 2020 which we have
dealt with under the Environmental Information Regulations 2004 (EIR).
You have asked whether there is a County Parish Holding (CPH) number
associated with a particular piece of land, and if so, whether it has been
associated for at least two years.
The RPA can confirm that there is a CPH number associated with the land,
which was registered more than two years ago.

What you need to do
If you are not happy with the way we have handled your request, you can
ask for an internal review. These requests should be submitted in writing
within two months of the date of receipt of the response to your original
request and should be addressed to the Information Rights Team at the
Rural Payments Agency, North Gate House, 21-23 Valpy Street, Reading, RG1
1AF or alternatively email your request for a review to [1][email address]

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. Please note that generally the Information Commissioner cannot
make a decision unless you have first exhausted RPA’s own complaints
procedure. The Information Commissioner can be contacted at:
[2]Information Commissioner’s Office, Wycliffe House, Water Lane,
Wilmslow, Cheshire, SK9 5AF.
