I am writing to request an internal review of Tangmere Parish Council's handling of my FOI request 'Exercise of Statutory Powers'.

I would like to remind you of your obligations as a Public Authority subject to the Freedom of Information Act.

A response to a request is usually required within 20 working days in exceptional circumstances it can be 40 working days. A response inside either time frame has not occurred.

Failure to comply with this request may result in referral to the Information Commissioner.

Apologies for the delay in responding to your Freedom of Information
request.  Your email of 23 August arrived just after I had returned from
holiday to 200+ emails and was unfortunately overlooked.   Your request
for a review of the Parish Council's Freedom of Information process has
been discussed with the Parish Council's Chairman and will come before the
full parish for discussion on Thursday, 8 November 2012.

The answers to your original request are highlighted in red below. 

     How many public baths, washhouses and bathing huts are provided and

     maintained by the Parish Council and where are they located? None

    

     What is the current provision of public conveniences within the

     parish and what are the locations of the public conveniences with

     in the Parish?  The only public conveniences provided by the Parish
Council are located in its Village Centre on Malcolm Road, Tangmere.

    

     How many burial grounds, cemeteries, crematoria, mortuaries and

     post-mortem rooms are provided and maintained by the Parish Council

     and where are they located? Please list burial grounds, cemeteries,

     crematoria, mortuaries and post-mortem rooms separately. None

     Council and where are they located?  The Parish Council has provided
and maintains five bus shelters in Tangmere. Two shelters are located on
Meadow Way, two on Tangmere Road and one on Gamecock Terrace.

    

     How many public clocks are provided and maintained by the Parish

     Council and where are they located? None

    

     How many closed churchyards are maintained by the Parish Council

     and where are they located? None

    

     How many buildings are provided by the Parish Council for public

     meetings and public assemblies, where are they located and what

     action does the council take to promote their usage?  The Parish
Council owns Tangmere Village Centre located on Malcolm Road, Tangmere,
West Sussex, PO20 2HS. Public meetings are advertised on the village
notice board and Parish Council’s website.

    

     How many buildings are provided and equipped, for the use by clubs

     which have a social, athletic or recreational purpose by the Parish

     Council and where are they located?  Tangmere Village Centre has
changing rooms which are used by footballer, cricketers and tennis
players.

    

     How many conference facilities are provided by the Parish Council,

     where are they located and what action does the council take to

     promote their usage?  Tangmere Village Centre has two halls which can
be hired for conferences.  The halls are advertised on the Council’s
website and in the local newsletter.

    

     How many areas of common pasture are provided by the Parish Council

     and where are they located? None

    

     How many ponds and ditches does the Parish Council deal with and

     where are the located? The Parish Council deals with one ditch on the
west side of its recreation field located on Malcolm Road, Tangmere.

    

     How many areas of open space are maintained by the Parish Council

     and where are they located? The Parish Council maintains its
recreation field located on Malcolm Road, Tangmere.

 

    

     How many areas of open space have been acquired by the Parish

     Council, since the Parish has had the power to acquire open spaces?
None

    

     How many gymnasiums, playing fields, boating pools, and holiday

     camps are provided and maintained by the Parish Council and where

     are they located? Please list gymnasiums, playing fields, boating

     pools, and holiday camps separately? None

Due to the number of items on the agenda for the Parish Council's meeting on 8 November, and the two-hour limit per meeting, the internal review of its Freedom of Information process will be discussed at its next meeting on 10 January 2013. The proposal being put forward will be to allocate a councillor to oversee all freedom of information requests to ensure that they are responded to within the set timeframes. A copy of the minutes of this meeting will be forwarded in due course.

2686. INTERNAL REVIEW OF THE PARISH COUNCIL’S FREEDOM OF INFORMATION PROCESS.

Due to the Parish Council not responding to one Freedom of Information request within the given time the Parish Council RESOLVED to assign a member of the Council to oversee any such requests and ensure that they are answered within the specified time frame. Cllr Anscombe volunteered to oversee any Freedom of Information requests received.
