Exemptions - TV Licence

It is my understanding that the Parliamentary Estates, and MPs' second homes, are exempt from the requirement to have a TV Licence.

Please could you provide me in each case with a summary as to how and why it was decided that these exemptions should be applied?

I think MPs may be able to claim for a TVL cost under their expenses - this was mentioned on a few occasions during the "MP fiddles scandal" a year or three ago, It amounts to almost the same thing of course!

The definition of "Watching a TV officially" is an interesting one - I wonder if it boils down to "Watching the parliament channel OK, anything else not"
