Exemption from Vehicle tax

The request was refused by Driver and Vehicle Licensing Agency.

Dear Driver and Vehicle Licensing Agency,
As a new PIP claimant - I discovered that I am entitled to free vehicle tax - but this needs to be claimed in person at the post office
Why is this not available to claim on-line ?
Disabled persons tend to be restricted in their movements - so to require a visit to the post office could be deemed unfair and even wrong ......
