Dear Transport for London,

I would be grateful you would provide the following information to me under current Freedom of Information Legislation:

1) The definitions and descriptions for Contravention Codes 13 and 17.

2) An example Penalty Charge Notice for Contravention Codes 13 and 17.

3) The codes, definitions and descriptions of any other Contraventions enforced by TfL (e.g. Red Routes, T-Charge etc.) and an example Penalty Charge Notice for each.

Contravention Definitions.

A response will be sent to you by 12 October 2018. We publish a

Thank you for your request received by Transport for London (TfL) on 14
September 2018 asking for information about Penalty Charge Notices and
Contravention Definitions.

 

Your request has been considered under the requirements of the Freedom of
Information Act 2000 and our information access policy. I can confirm that
we do hold the information you require.

 

While there is no requirement for us to do so, when we issue Penalty
Charge Notices (PCNs), we use the contravention codes and descriptions
published by the London Councils, which are available on their website at:
[1]londoncouncils.gov.uk/contravention-code. As the Highway Authority
responsible for management of the red route in London, we have the power
to issue a PCN for any of the contraventions listed in the London Councils
document.

 

Examples of all the PCNs we issue are in the attached zip file . For
parking, bus lane and moving traffic offences, the contravention type, and
therefore the contravention description to be used in the PCN, is
identified by the issuing officer.

 

Please refer to the attached example PCNs for the contravention
descriptions we use when we issue PCNs for non-payment of the Congestion
Charge or Low Emission Zone charge. Please be aware that as the T-Charge
forms part of the Congestion Charge scheme and a single PCN will be issued
for non-payment of the Congestion Charge scheme as a whole.
