I am writing in response to your email received by Post Office Limited on
5 September, which, I am dealing with under the terms of the Freedom of
Information Act 2000.

 

In your email you have requested information to the following question:

 

Paula Vennells attended the Scottish Affairs Committee examination of
witnesses on 15 December 2010 and answered Question 222.

 

"We segmented the Post Office Network and have identified approximately
4,000 locations across the country that will be termed "main post
offices", and they will have the full suite of post office services,
including all the mail services, the full suite of Government and
financial services and everything the Post Office does."

 

Could you please forward to me a list of the 4,000 locations that Paula
Vennells has identified.

 

I can advise that we no longer hold the information you have requested.
The list referred to in the question responded to by Paula Vennells, was
produced as an exercise 2 years ago to approximate the numbers of branches
which could possibly convert to a Mains model under the future Network
Transformation Programme. If Post Office Ltd had retained the information
referred to by Paula Vennells, it would now be out of date.

 

It may help if I explain that in order for us to ascertain whether a
branch will become either a Main or a Local model, we take into account
the volume of customers, the mix of customer transactions and the location
of each branch. It should be noted that conversion to one of the new
models is totally voluntary for our Agents and is subject to discussion
and an agreed new contract with every Agent. The Network Transformation
will take place over 3 years and as Agents volunteer to enter the
transformation process each branch is assessed for its suitability to be a
Main or a Local at the time; Agents can volunteer at any time over the
three years and some Agents may opt to stay on existing contracts

 

As such, discussions with our Agents about conversion to one of the new
models are in confidence and between Post Office ^ Ltd and our Agent,

I am sorry that I cannot provide you with the information you have
requested this time, however I do hope the information I have provided is
of use.

Ms Moodie’s letter of 3 October explained that we no longer hold the
information you have requested. The list referred to  by Paula Vennells,
was produced as an exercise 2 years ago to approximate the numbers of
branches which could possibly convert to a Mains model under the future
Network Transformation Programme. If Post Office Ltd had retained the
information referred to by Paula Vennells, it would now be out of date.

 

In your email of the 07 October you have argued;

In line with the requirements of the Freedom of Information Act and the
associated Code of Practice, we have carried out a thorough review of your
request.

 

BIS, the Department for Business Innovation and Skills published “Securing
the Post Office Network in the Digital Age” in November 2010, shortly
before Paula Vennells answering of question 222 to the Scottish Affairs
Committee in 15 December 2010, The section “A refreshed and renewed
network” of “Securing the Post Office Network in the Digital Age”
recognises the need for the development of around 4,000 Main Post Office
branches.

 

At the time of Post Office Ltd’s exercise to ascertain how many Post
Office branches could possibly convert to either a Main or a Local branch,
conversion to one of the new models is totally voluntary for our agents,
the criteria used to determine possible conversions was, volume of
customers using each of our c11,800 open and trading branches. Data
relating to the volume of customers is not permanent; it can and does
increase and decrease dependant on a number of factors, some within the
control of Post Office Ltd, for example new products and services and some
outside its control, for example environmental circumstances, and
therefore a list created using volume of customer usage data would change.

 

As Post Office Ltd progressed through the preparatory phase of the
“Network Transformation Programme”, it has attributed more detailed
criteria, including volume of customers, the mix of customer transactions,
and the location of each branch, with consideration also given to the
Government minimum access criteria. Post Office Ltd is working closely
with Subpostmasters and Partners over three years to modernise 6000
branches and as volunteers enter the transformation process each branch is
assessed for its suitability to be a Main or a Local at that time;
Subpostmasters and Partners can volunteer at any time over the three years
and some may opt to stay on existing contracts.

 

After a thorough review of your request I can advise you that Post Office
Ltd does not hold the information you have requested on this occasion.
However, it would be happy to share the current list of open and trading
Mains branches. If you would like to be provided this information please

sure the information is provided. 

 

I am sorry that your request for information could not be met on this
