Evidence regarding liability laws in relation to cycling

Dear Transport Scotland,

Annex C to the Cycling Action Plan for Scotland 2013 refers back to action points arising from the 2010 report.

With regard to the action point about reviewing the operation of liability laws in other countries, Annex C of the 2013 report says "Transport Scotland undertook a review of the available data; no robust evidence found linking liability and reduction of cycling ‘Killed & Seriously Injured’ (KSI) statistics."

Please supply

1. Any reports which set out the evidence considered arising from this action point, which evaluate the evidence, and which present conclusions.

2. If not included in 1 above, a list of all countries considered in this review, the data used, and the organisations or individuals consulted.

3. If not included in 1 above, a list of all organisations or individuals in the UK which either offered views on this subject or which were consulted on the findings or draft findings of the review, or on the subject in general.

4. If not included in 1 above, please advise whether the review of the operation of liability in other countries was restricted to the specific point about where there was a direct and observable link between liability and levels of cycling and KSIs, or whether any other positive or negative effects of liability were observed; and if so, which.

I would prefer to receive an electronic copy of this information.
