Dear Greenwich Borough Council,

You have stated that 19,840 leaflets were distributed across both stage 1 and 2 of your West and East Greenwich Traffic Management Scheme to specific designated areas by Letterbox Ltd.

Please provide:

1) invoices pertaining the above
2) the overall cost for the leaflet distribution
3) proof the leaflets were actually delivered, specifically to my address, 2 Burney Street, as well as Blackheath Hill, Lewisham Triangle, and business in East Greenwich - addresses listed in these areas have not received anything other than your last leaflet after the stage 2 consultation had closed.

Our response is as follows:

You have stated that 19,840 leaflets were distributed across both stage 1
and 2 of your West and East Greenwich Traffic Management Scheme to
specific designated areas by Letterbox Ltd.

 

Please provide:

 

1) invoices pertaining the above
The council does not hold this information. The Council’s Communication
Team has an account with Letterbox Ltd and use them for all of our large
mailout distributions and they pay for services via their account. An
invoice for each mailout is not produced..

 

2) the overall cost for the leaflet distribution
£11,560.

 

3) proof the leaflets were actually delivered, specifically to my address,
2 Burney Street, as well as Blackheath Hill, Lewisham Triangle, and
business in East Greenwich - addresses listed in these areas have not
received anything other than your last leaflet after the stage 2
consultation had closed.
Please find attached four distribution reports that show the specific
distribution area covered in blue, number of properties in the
distribution area and any properties that were not accessible – note that
these have letters posted to them via royal mail.

Information has been redacted/removed in accordance with section 40(2) of
the Freedom of Information Act 2000. 
 
The Council has removed/redacted personal information contained in the
attached distribution reports.

These are disclosed to you in accordance with section 40(2) of the Freedom
of Information Act 2000. 
 
Section 40(2) provides an exemption for information that is the personal
data of an individual other than the requester and where the disclosure of
that personal data would be in breach of any of the data protection
principles.  
 
Section 3(2) of the Data Protection Act 2018 defines personal data as:- 
 
“any information relating to an identified or identifiable living
individual.” The two main elements of personal data are that the
information must relate to a living person and that the person must be
identifiable”. 
 
For this request, the withheld information comprises addresses of
individuals (third parties).  
 
The Council considers disclosure of this personal data would be in breach
of one of the data protection principles as set out in principle (a) of
the UK General Data Protection Act 2018 which states:- 
 
“Personal data shall be processed lawfully, fairly and in a transparent
manner in relation to the data subject.”  
 
This means the disclosure of personal information can only be disclosed if
to do so would be lawful, fair and transparent.  
 
The Council has also considered whether there is a legitimate interest in
disclosing the information, whether disclosure of the information is
necessary, and whether these interests override the rights and freedoms of
the individuals whose personal information it is.  
 
The disclosure of these addresses would infringe on the interests of these
individuals.  These individuals would have a reasonable expectation for
their addresses to be withheld and not placed in the public domain without
their consent. 
 
The Council has therefore decided that there are insufficient legitimate
interests to outweigh the fundamental rights and freedoms of the other
individuals.  
 
There is no legal basis for the Council to disclose the withheld
information and to do so would be in breach of principle (a) of the UK
General Data Protection Act 2018.
