Evidence considered by Secretary of State

Thank you for request for information related to the recent listing
decision for the Bradford Odeon. You asked:

“I understand that the secretary of state recently made a decision not to

I have dealt with your request under the Environmental Information
Regulations 2004.

Please find attached to this email the information we hold that relates to
the most recent decision regarding the scheduling of the former Odeon
Cinema at Princes Way, Bradford, West Yorkshire. The decision would not
have required Ministerial approval, however, all decisions are ultimately
made on behalf of the Minister.

Thank you for your response.

I had been led to believe by Victoria Ellis at English Heritage that the decision had been made "by the secretary of state". You state in your response that "[t]he decision would not have required Ministerial approval".

I was of the understanding that English Heritage's involvement in the process was to make a recommendation one way or the other, the final decision being made by the secretary of state. Your email implies that this decision can be made vicariously, i.e. by somebody else on the minister's behalf.

Can you please confirm, for clarity, which body made the final decision not to admit the former Odeon cinema in Bradford to the Schedule of Ancient Monuments.
