evidence CCTV pictures of the speed limit M25

Could you please provide me with supporting evidence CCTV pictures of the speed limit at Junction 9 TO 10 Leatherhead to Wisley, United Kingdom, on 06.02.2019 at 15.15 hours speed 60mph - taken by a Variable speed limit automatic camera device.

Please confirm if the speed limit on this part of the motorway was changed and for what reason also if you could provide me with CCTV footage alongside the collaboration reports.

Along side this please provide me how many people have been caught with this particular camera on this date.

I would like to see at what time the changes to the speed were made please, as I was actually doing the speed which was set at 60mph, and I noticed that the speed on that section of the M25 kept changing from on to another?

In question my vehicle registration number is LX11XYU.

Thank you for your enquiry to CCC recorded below which has been forwarded
to me.

Having investigated this enquiry, from the data available to me I can
advise on the requested date and time interval that the following signal
and sign sequence applied at the enforcement site due to an ahead lane
closure for roadworks cones being placed on the network that night;

15:03-15:32 Lane divert right over lane 1
15:03-15:32 50mph over lanes 2-4
A message was displayed ‘Workforce in road- Slow’.

The gantry preceding the enforcement gantry displayed 60mph across lanes
1-4 between 15:03-15:39. A message was displayed ‘Lane closure slow down’.

We do not hold CCTV footage related to your offence or the number of
offences recorded on this camera on the 06 February 2019.  Highways
England is not an Enforcement Authority. Our records are kept for
operational purposes, not speed enforcement and should be considered for
information only, in response to your enquiry, as the speed limit
applicable to any speeding offences can only be confirmed from the
information held by Police.

Please be aware that the recently upgraded speed enforcement system on our
smart motorways generates a photo showing the speed limit displayed on the
enforcement gantry at the exact time of the alleged offence and which
should be obtainable from Surrey Police.
