Events at the 2022 Appleby Horse Fair
Dear Eden District Council,
Currently I believe Eden District Council is the organiser of the following events that take place at Appleby Fair (via their position in MASCG). Currently I believe they apply for the road closure notice, install fences, erected signs and in the case of the river a ramp to allow access and control (when the river is unsafe)
-Flashing Lane - where horses are raced on a public road within the parish of Long Marton
-The Sands - where the road is closed off to facilitate horses getting to the river and on street drinking
-The River (located on the sands in the same area as on street drinking) - where a ramp is installed to allow horses access to the river which is a focal point.
Could you confirm did Eden District Councils public liability cover these events in 2022?
If Eden District Council are not the organiser of these events & who instructs you (the organiser) to put the measures mentioned above in place, who the insurance policy holder is and that their insurance policy is in place.
As per the requirement on Cumbria County Councils website road closure notices should be submitted 4 to 6 months prior to any entertainment, sporting or social event, they also request 5 million public liability should be provided as a minimum
Can you provide copies in relation to the 2022 events of
1. Event Plan
2. Risk Assessments
3. Site Management plan.
Yours faithfully,
C.G

Dear Eden District Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Eden District Council's handling of my FOI request 'Events at the 2022 Appleby Horse Fair'.
I didn’t wish to include my name as people have been intimidated and threatened for asking questions about this event, the council have a duty of care to me.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/e...
Yours faithfully,
C.G
Dear C.G,
Thank you for your email.
I have passed your request for an internal review onto the Assistant Director Legal and Democratic Services (Monitoring Officer), along with this email.
However, I wish to re-affirm the fact that, because you have not included your name, you have not made a valid FOI request, as per ICO guidelines. These guidelines can be found at:

Please be re-assured that the FOI team keeps personal details of requestors confidential at all times. Therefore, we do not inform members of staff who submits FOI requests, nor do we publicise requestor's names.
