May 2023.  Your request has been considered under the Freedom of
Information Act 2000.

You requested:

Our response:

I can confirm that the GLA holds information within the scope of your
request. We located communications between a variety of people and teams
at the GLA with other parties.

Unfortunately, to provide all the information you have requested would
exceed the ‘appropriate limit’ of £450 set by the Freedom of Information
(Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a
request if the cost of determining whether we hold the information,
locating and retrieving it and extracting it from other information would
exceed the appropriate limit.  This is calculated at £25 per hour for
every hour spent on the activities described and equates to 18 hours of
work.

It is estimated that it would take over 18 working hours to retrieve and
compile the information you have requested.

Your request is broad and it would take a significant amount of staff time
to perform all the necessary searches required to satisfy ourselves that
we have located everything that is in scope. By asking about the whole
GLA, your request would need to be coordinated with multiple teams and
staff accounts to locate and retrieve relevant information.

We have therefore refused this request under the cost limit provisions of
section 12 of the Freedom of Information Act and this letter therefore
constitutes a refusal notice under section 17(1) of the Act.

Advice and assistance

To help bring the cost of responding to your request within the £450
limit, you may wish to consider narrowing the scope of the third part of
your request so that we can more easily locate, retrieve and extract the
information you are seeking. For example:

 1. Reduce the timeframe of your request, if possible
 2. If applicable specify which officials and/or teams you are interested
in communications with depending on the type of information you would
like to see

• and/or –

Give some further context about what you are looking for specifically,
which would allow the GLA to identify specific people or teams to carry
out reasonable searches within the cost/time limit and reduces the
likelihood of receiving information that you may not be interested in e.g.
administrative arrangements. 

This is in line with the Information Commissioner’s [1]guidance, which
advises applicants to make requests as specific as possible and not to
submit catch-all requests such as “send me everything about x”.
