Event and hospitality spending
Dear Liverpool City Region Combined Authority,
Under the FOI act please supply the authorities spending on public events, hospitality events and associated corporate events that have been held since Steve Rotherham took office, please supply the names of the venues the suppliers and where the tenders for such events where displayed.
I would be grateful if the above could be supplied in legible spreadsheet chronological order.
Please include any free hospitality given to councillors charities and people both inside and outside the Liverpool city region.

Dear Sir/Madam
Thank you for your recent request made under the Freedom of Information
Act.
Officers have considered your enquiry, and, due to the way that the
information is recorded, they have determined that responding to your
questions in full would exceed the appropriate cost limit.
As defined by Section 12 of the Act, the cost limit for responding to a
request under the Act for a local government body is set at £450, which is
calculated at a rate of £25 per hour (totalling the equivalent of 18
hours’ work). When considering the cost of responding, we are able to take
into account the time spent
a) determining whether the information is held;
b) locating the information;
c) retrieving the original record, and
d) extracting the requested data from the original record.
Should the cost exceed this appropriate limit, the authority has no
obligation to fulfil the request.
By way of background, Steve Rotheram was elected as Metro Mayor in May
2017 and your request therefore covers almost seven years of data. Our
Finance department would be able to run a report for payments under
entertainment, events and hospitality cost codes, but this would not
include details of the event itself and would not show when costs have
later been recouped. Further work would then be required to check every
entry on the report with the relevant department to ascertain the
remaining requested information and also with the Procurement department
to establish the tender details.
In accordance with Section 16 of the Act, and to provide you with relevant
advice and assistance to enable your enquiry to be answered in part,
should you wish to narrow the scope of your enquiry (i.e. greatly reducing
the time period, focussing on particular areas of the Combined Authority,
applying a cost threshold to eliminate low amounts that are predominantly
reimbursements of staff expenses), we would be happy to reconsider it in
line with the legislation.
If you are dissatisfied with the handling of your request, you have the

I am writing to request an internal review of Liverpool City Region Combined Authority's handling of my FOI request 'Event and hospitality spending'.
My request did not require any update chasing as to where monies where recouped after the said events during the time of Mr Rotherham’s as mayor I just simply asked for the costs of hospitality which should be available in chronological order, I believe that legally I have the right to know how much the LCR are using on hospitality and who the hospitality is offered to?

Thank you for your e-mail 27th of February 2024 requesting an internal
review in relation to the response you received on the 27th of February
2024 regarding your Freedom of Information request related to event and
hospitality spending (RSN 3568440).
This request was submitted on the 6th of February 2024, and the response
was returned within the appropriate timeframes.
As part of the internal review process, I have considered the request and
the organisational response.
The information you have requested is not maintained in the chronological
manner that you have indicated you believed it ought to be . The ICO
recognise this may be an issue

This acknowledges that “Public authorities don’t have to create new
information to respond to your request.”
The officers have reviewed the question asked and as a result have
concluded that the costs would exceed the appropriate limit as identified
in section 12 of the Freedom of Information Act and as a result, they have
advised that this the information would not be provided.
Further, Officers provided the opportunity for you to reframe/ narrow your
request and that your request would be reconsidered.
Having conducted the internal review I uphold the officers determination
in respect of your request and support that it would exceed the Section 12
limits. The offer to refine your request remains , however the officers
have advised of the process the officers will need to adopt so request
that you consider this is you are narrowing the request.
