Dear Environment Agency,
I have been informed by Perth and Kinross Council that it sends all its dry mixed recyclate (DMR) to West Sleekburn MRF. I have seen many examples of DMR bins in Perth and Kinross, in which many of the items are badly contaminated with food from unwashed containers such as coleslaw and baked beans. Because of this observation, I find it impossible to believe that DMR is separated, cleaned and then properly recycled into new products. I would like to be proved wrong, but so far have not seen any evidence of real recycling of DMR for use in making new products. Can you provide such evidence?

I am writing to request an internal review of Environment Agency's handling of my FOI request 'Evenidence of what is done with DMR at West Sleekburn MRF?'.

On 16 March I wrote to you asking for evidence that dry mixed recyclate from Perth & Kinross Council is recycled properly after it is sent to West Sleekburn MRF. You replied on 22nd March that the Environment Agency has a remit for England only and I should contact the Scottish Environment Protection Agency.

I followed your advice, but SEPA said that I should ask you for the information because West Sleekburn MRF is in England.

I would be most grateful if you would help me with this matter.

If the documents you describe will provide the evidence that I seek, i.e. proof that the likes of unwashed plastic coleslaw cartons and baked bean tins are cleaned and recycled, then yes, please send them. However if those documents do not provide such evidence, there isn't any point in sending them and I will assume that you are unable to provide the proof I seek.

Enquiry regarding West Sleekburn M R F, West Sleekburn Industrial Estate,
West Sleekburn, Ashington, Northumberland, NE22 7LQ

 

Thank you for your enquiry which was received on 16 March 2017.

 

I have consulted our Environment Management team with regards to your
query and they have provided the following response:

 

We regulate at a facility management level, ensuring compliance with the
permit conditions and that the site is managed in a way that identifies
and minimises risk to the environment. We would only carry out a specific
waste stream audit if we had particular concerns.

 

I can confirm that the facility is a permitted materials recycling
facility, permit reference EAWML 100467. This type of facility is used to
process, sort and segregate mixed recyclable waste materials. I can also
see from their waste returns that they have accepted waste from the Perth
and Kinross area. I have reviewed the 2016 waste returns and I can confirm
that the facility has accepted waste from the Perth and Kinross area coded
19 12 01 (paper and cardboard from mechanical treatment of waste) and 19
12 12 (other wastes (including mixtures of wastes) from mechanical
treatment of waste). The 19 12 12 code is typically used for loads of
mixed recyclables coming from another waste facility requiring further
processing. Waste materials do not need to be totally clean in order for
them to be recycled.    

 

Attached are the last couple of inspection reports, as well as the
original permit and both subsequent variations. I have also included the
four quarterly waste returns from 2016, which show waste input from Perth
and Kinross.

 

The site manager is Richard Brown and he can be contacted on 01670 843500.
I am sure he would be happy to discuss any specific waste treatment
questions.
