Evaluation plan for the care.data ‘pathfinder’

Dear NHS Blackburn with Darwen Clinical Commissioning Group,

I would like to make a request under the Freedom of Information Act. For the purposes of the Act, please take the date of your receipt of this request as 16 June 2015.

With reference to your announcement on 10 June 2015:

in which you state: “CCGs have robust plans for their work programme and for communication with their communities.”

Please would you provide:

1) A copy of the evaluation plan for the care.data ‘pathfinder’ in your area. By ‘evaluation plan’ I mean the formal processes, including what evidence will be gathered, and the criteria against which the success or failure of the “patient facing” and GP communications will be assessed.

2) Copies of any and all documents and communications (including letters and e-mails, and agendas and minutes of meetings) relating to the evaluation of the pathfinder / patient facing and GP communications in your area.

To be clear, I am not asking for a copy of your entire plan or work programme - though, given the public interest in care.data, it would be great if you would publish this - I am simply asking for the information relating to how the patient and GP communications process will be assessed.

I would be grateful if you would send me the requested information promptly and in any event not later than the twentieth working day following the date of receipt of my request.

If my request is denied in whole or in part, or specific items within the responses are withheld from disclosure, then you must justify all deletions by reference to specific exemptions of the Act, as per Section 17 of the Act. Where you rely on a qualified exemption to withhold disclosure, you are obliged to consider the public interest in your decision and the refusal notice must explain not only which exemption applies and why, but also the public interest arguments addressed in reaching the decision.
