Evaluation Criteria for LTNs in Oxfordshire
Dear Oxfordshire County Council,
Please provide me with details of the specific evaluation criteria used by Oxfordshire County Council for determining whether (or not) LTNs in Oxford are deemed by OCC to be a success. I would like to understand what is being measured, what success (or failure) “looks like”, and the method by which the evaluation will be undertaken – i.e. which sensors (or other measuring systems) will be deployed, when, and for how long. Please take an expansive approach to what might amount to evaluation criteria, and include any environmental and /or public perception evaluation criteria as appropriate.
I assume the evaluation criteria will be common to all planned and recently-installed LTNs. But, if it is not, please provide me with the evaluation criteria for both the recently-installed Cowley / Florence Park LTNS, and also (separately) for the planned East Oxford LTNs, if different.
If no evaluation criteria exist, please provide me with any polity statements that provide top-level targets that LTNs might be intended to help meet: i.e. a certain percentage reduction in vehicle journeys, pollution at (or below) specific levels etc.
If neither of these types of materials exist, please confirm this also.
Yours faithfully,
John Skinner
