In their response, the Council state " We have no records of receiving any funding directly from the European Union between 1974 (when Breckland Council was formed) and present day."

I think the Council's use of "directly" may be used to avoid mentioning indirect EU funding. Depending on the purpose of the request and the information sought the requester might want to go back to the council and ask for information about indirect funding.

For example, I've definitely seen some "European Regional Development Fund" logos on some Covid hand-santizer stations that were installed by this council in Thetford. I assume this was because they were funded by the Government's "Reopening High Streets Safely Fund" and/or "Welcome Back Fund" (https://www.gov.uk/government/publicatio...), which (at least partly) used EU money from the ERDF.

Whether or not such indirect funding is within the scope of the original request (and so should have been declared in the response) is perhaps open to interpretation. Personally, I think if there's a requirement to show an EU logo (as there was for the above Government grants) then it would be very hard to argue that it is not "EU funding".

EU funding was certainly spent in the Breckland Council area, and presumably via Breckland Council, in the 1990s. The European Structural Fund - Objective 2 was the one involved I believe. The then EcoTech Centre in Swaffham was funded by this money and I think all the qualifying market towns in Breckland got something.
