Ethnicity of STP Applicants and Successful Posts in Wales

Dear NHS Wales Shared Services Partnership,

This request relates to the Scientist Training Programme (STP) overseen by the National School of Healthcare Science (NSHCS).
With permission from the creator of the STP FOI request in England (Naima Fredericks; BAME STP network), we use this template to request that you release the ethnicity of total applicants to the STP in Wales, applicants invited to interview, and successful applicants for each specialism, from 2018 - 2020. We request that the data be released in terms of the specific ethnicity origin categories used in the online NHS jobs application form (under the Monitoring Information section), if they are different from those included below.

- each specialism e.g. andrology, audiology, cardiac science etc.

I apologise for the delay in the response to date and should have messaged you earlier but as you can probably appreciate, the NHS is under extreme pressure at the moment, not just front line but also recruitment, workforce and procurement as well as many other back office functions.

Thank you for your request dated 28^th November 2020 made under the
Freedom of Information Act to the NHS Wales Shared Services Partnership
(NWSSP) in which you asked for the following:

 

“Information relating to the Scientist Training Programme (STP) overseen
by the National School of Healthcare Science (NSHCS). The ethnicity of
total applicants to the STP in Wales, applicants invited to interview, and
successful applicants for each specialism, from 2018 – 2020”

 

Following my acknowledgement to you, I have requested the information from
Employment Services colleagues and they have produced the information
(where available) in relation to your request. This information has been
provided in the attached spreadsheet. Please note that the data is only
held in line with the NHS jobs IT system (Trac) data retention rules
therefore 2018/2019 data is no longer available. Only December 2019 to Nov
2020 has been provided.

 

The system will only retain Personal Data for:

 

•             400 days from the date the application is first submitted
through Trac, or;

•             200 days after the applicant’s start date. The system checks
these fields, in ascending order of priority (i.e. the lower down this
list, the higher the priority):

•             Proposed start date.

•             Offered start date.

•             Booked start date.

•             Actual start date.

 

Therefore, an applicant file will only be deleted from the system after
400 days, unless a start date is agreed (this adds on a further 200 days
until the applicant file is deleted).

 

Furthermore for the context of the data provided, the initial recruitment
would have been done under Health Education and Improvement Wales (HEIW)
organisation, with the interview/shortlisting done by individual Health
Boards, who also employ the successful candidates. I am aware of the
response provided by HEIW in a request that you made that referred you to
the NWSSP and if you have any questions relating to the data narrative of
the attached, it would be useful if you send them to me so I can
coordinate with the FOI lead in the organisation. Due to the NWSSP
recruitment services function, we hold the data on behalf of the NHS Wales
organisations but not necessarily have the answers to the context of the
data held within.

I am writing to request an internal review of NHS Wales Shared Services Partnership's handling of my FOI request 'Ethnicity of STP Applicants and Successful Posts in Wales'.

On behalf of the Wales Healthcare Science Trainee Network (WHCSTN), we are dissatisfied with the response and STP Ethnicity Data for 2020, provided by the Information Governance Manager. The spreadsheet ‘STP Recruitment breakdown by ethnicity and specialism for 2020’ has clear inconsistencies and discrepancies throughout. We provide several examples of this here:-

- In ‘Cardiac & Respitory Sleep Science’ (correct name Cardiac and Respiratory & Sleep Science), there were said to be zero (0) applicants from a mixed ethnic background and 0 invited to interview. Yet, there is said to be 1 successful candidate from a mixed ethnic background. It is clearly impossible that 0 candidates from a mixed ethnic background applied, or were invited to interview, and yet there was 1 successful candidate.
- In Clinical Biochemistry, there were said to be zero (0) applicants from a mixed ethnic invited to interview. Yet, there is said to be 1 successful candidate from a mixed ethnic background.
- In Cancer Genomics, there were said to be zero (0) applicants from a mixed ethnic background and 0 invited to interview. Yet, there is said to be 1 successful candidate from a mixed ethnic background.

We are also deeply disappointed and saddened that the ethnic backgrounds of applicants has been categorised into just five origins. All external applicants completed the NHS Jobs application process, in which they chose from seventeen ethnic background choices, one being ‘I do not wish to disclose my ethnic origin’. There is no documentation or acknowledgements of these choices in the response.

We are aware that alongside external applicants, there is also an internal application process in many departments across Wales. We would like a clear differentiation between ethnicity data for internal and external candidates across Wales. If ethnicity data on internal candidates is not held by the NWSPP, we would like this to be clearly stated.

We therefore request that the data be re-investigated to determine the correct figures on ethnicity data for STP recruitment in 2020. We would also like the complete dataset to reflect all candidates from each of the seventeen ethnic origins documented on NHS Jobs.

I note your frustrations and have passed this email onto my colleagues who are responsible for the data and the original response. I expect to be back with you within the prescribed time limits set out under the Act.

However, due to the current environment and the pressures experienced by the NHS in Wales due to the pandemic, there is a chance that the request will take longer to respond to due to those pressures. The NHS Wales Shared Services Partnership (NWSSP) endeavours to provide timely responses whenever possible but am informing you of the potential lateness however rare but does happen from time to time.

Further to your email received on the 25^th January 2021 and my
acknowledgement, I have discussed the original request as part of internal
review to answer the points raised in your email and to provide you with
an updated response.

 

The data was reviewed and it was confirmed that unfortunately, there were
some errors in the final data produced. These have now been rectified and
a new data set has been attached and the questions and answers to each of
your points have been provided below.

 

Point 1 - In ‘Cardiac & Respitory Sleep Science’ (correct name Cardiac and
Respiratory & Sleep Science), there were said to be zero (0) applicants
from a mixed ethnic background and 0 invited to interview. Yet, there is
said to be 1 successful candidate from a mixed ethnic background. It is
clearly impossible that 0 candidates from a mixed ethnic background
applied, or were invited to interview, and yet there was 1 successful
candidate.

 

The Trac recruitment system is broken down into organisations whereby
every organisation has its own Trac account to administer the recruitment
process. There were discrepancies between the data for “successful
applicants” and both “applicants” and “invited to interview”. This was due
to the way the vacancies are administered on the Trac recruitment system.

 

The initial stage of the process is administered through a series of HEIW
vacancies, under the HEIW Trac account, to which candidates apply and are
interviewed. Once an offer is made candidates are moved into an
appropriate Health board vacancy under the Health Board Trac account,
which subsequently removes their application and interview data from the
initial HEIW vacancy under the HEIW Trac account. Therefore, the
successful candidates do not appear in the data for the earlier stages. In
order to rectify this the data has been amended to include the successful
applicant data back into the Applicant and interview data, which is now a
true reflection of the numbers in these stages.

 

Point 2 - In Clinical Biochemistry, there were said to be zero (0)
applicants from a mixed ethnic invited to interview. Yet, there is said to
be 1 successful candidate from a mixed ethnic background.

 

In reviewing the data a discrepancy was identified in the Clinical
Biochemistry specialism. A successful applicant had been misreported under
“Mixed ethnic background” and should have been recorded under “Asian
ethnic background”. This has been corrected in the new data set attached.

 

Point 3 - In Cancer Genomics, there were said to be zero (0) applicants
from a mixed ethnic background and 0 invited to interview. Yet, there is
said to be 1 successful candidate from a mixed ethnic background.

 

The requestor identified a spelling error which has been amended
appropriately.

 

Point 4 – We are also deeply disappointed and saddened that the ethnic
backgrounds of applicants has been categorised into just five origins. All
external applicants completed the NHS Jobs application process, in which
they chose from seventeen ethnic background choices, one being ‘I do not
wish to disclose my ethnic origin’. There is no documentation or
acknowledgements of these choices in the response.

 

Detailed ethnic background categories had not been included in the data as
they were not asked for in the initial request. They are now included in
the new attached data set.

 

Point 5 - We are aware that alongside external applicants, there is also
an internal application process in many departments across Wales. We would
like a clear differentiation between ethnicity data for internal and
external candidates across Wales. If ethnicity data on internal candidates
is not held by the NWSPP, we would like this to be clearly stated.

 

We are unable to differentiate between internal and external applicants,
there are no internal application process processed within NWSSP.

 

Point 6 - We therefore request that the data be re-investigated to
determine the correct figures on ethnicity data for STP recruitment in
2020. We would also like the complete dataset to reflect all candidates
from each of the seventeen ethnic origins documented on NHS Jobs.
