Ethnicity monitoring of staff in Police Scotland

The request was partially successful.

Dear Police Scotland,

A 2002 research report involving BME police staff in the police forces in Scotland tested the hypothesis that racism did not exist within those forces( based on the absence of internal complaints within those forces when compared to similar forces in England and Wales)
The report concluded “With 69% of participants having said they experienced some form of racism within the service, the hypothesis that racism does not exist within Scottish police forces cannot be supported”.
Many years later could PSoS please the following requests for its first year of operation
1. Provide a breakdown of all police staff by reference to the wider ethnicity terminology by rank, sex and age group. (Staff includes any member of the police family)
2. Provide a breakdown of internal complaints made by such staff under the misconduct regulations to include the respective ethic classification for the complainants
3. Provide a breakdown of grievance procedures initiated by such staff identifying the ethnic classification for both the aggrieved and the subject of the grievance
4. Confirm the ethnicity classification of staff who have been recruited during 2013/14
5. Confirm the number of staff who have left during the same period for any reason (please identify the reason e.g. transfer, resigned, sacked etc together with their ethnicity and demographic data as above)
6. Confirm the number of exit interviews conducted for those staff who left the service as above to include the ethnicity of the officer interviewed and other demographic data
7. Provide details of Employment Tribunal proceedings launched against Police Scotland in 2013/14 to include ethnicity and demographic details about the claimant
I note that one of your own senior researchers was undertaking similar research work in so far as it affected transferees into PSoS
Could I please have a copy of the terms of reference supplied by the commissioning body (the Scottish Police Authority) together with a copy of the report itself or any interim report(s)
Could I please have a copy of any questionnaire, focus group agenda, email circulation or any other method of canvassing the transferees’ views.
