Gwynedd Council publishes information regarding the protected
characteristics of it staff annually, and this includes race. The
information you request is available on :

The Council does not provide information by department to ensure that
individuals cannot be recognised. It must be remembered that completing an
equality monitoring form is voluntary and so staff members do not have to
provide the Council with their equality data. Only just over 40% of them
had chosen to do so by last year’s deadline, which means that the
information, as you would expect, is far from complete.

 

 

2) Also, the Welsh Language skills of all employees - as they are
categorised in the census, or in the manner which Gwynedd Council as an
employer ranks Welsh Language skills

 

At present, Gwynedd Council does not have detailed data on the Welsh
Language skills of staff. In the past we have simply been collecting data
on the number of staff who can and can not speak Welsh, and work is
currently being done to allow us to assess and record language skills in
more detail in the future.

 

The most recent count of the number of staff who can speak Welsh was
conducted in spring 2018. At that time the Council had 7,430 members of
staff, and we collected data from 9 departments, with a total of 3,404
staff members. We do not collect data on the Highways Agency (NMWTRA) or
GwE, who combined have 4,026 members of staff.

 

Of the 3,104 members of staff that we received information about, 2885
could speak Welsh fluently, 213 were learners or could only speak and
understand some Welsh, and 6 could not speak or understand Welsh at all.

 

 

3) Finally , please advise the amount which is spent on translation
services and / to provide a bilingual service, and how has this figure
changed year by year since 2010?

 

Gwynedd Council has a strong Welsh language policy which means that
operating bilingually is an essential part of the work of any member of
staff within the Council. However, the Council has an in-house Translation
Unit which assists all Council departments to produce bilingual material.

 

In line with its Welsh language policy, Council committees and meetings
are held through the medium of Welsh, and the Translation Unit offers a
simultaneous translation service for non-Welsh-speaking members.

Most translation requirements are provided in-house by the Translation
Unit. However, the Translation Team Leader will outsource some of the
Unit’s work if the demand is high at particular times.

The following table shows the annual cost of the Translation Unit since
2010, as well as any external expenditure on translation by the Council:
