Dear Homes for Haringey,

Regarding estate inspections, Homes for Haringey’s website states that ‘Our estates are graded using the HouseMark cleaning standards photo guide’.

However the estate inspection reports which are published on the same page show that estates are graded pass/fail, seemingly with no recommended action points being noted. Or at least, any such recommended action points are not published on the website.

1. Has the HouseMark cleaning standards photo guide ever been used for Homes for Haringey estate inspections?
2. If so, when did the change to using pass/fail take place?
3. If so, please provide management reports and minutes of meetings which considered progress, and made the decision to change away from the HouseMark system, towards using pass/fail.
4. Please give the definitions of ‘pass’ and ‘fail’ used by Homes for Haringey assessors in estate inspections, as related to each category of the housing assets and land to be inspected. Please give as much detail as possible.
5. Are there ever any recommended action points from the Homes for Haringey estate inspections?
6. If so, where are they recorded?
7. If so, is there any valid reason why the recommended action points cannot be published on Homes for Haringey’s website?

Thank you for your request for information received on 12 April 2021.
Your set of questions and my and our answers to them are set out below: 
 

 1. Has the HouseMark cleaning standards photo guide ever been used for
Homes for Haringey estate inspections?

Yes, we do currently use it. We have adapted it to capture our new grading
system for our monthly inspections  to monitor cleaning standards and
grounds maintenance performance standards.
 

 2. If so, when did the change to using pass/fail take place?

The change to pass/fail was confirmed in a report to HFH Board, and
started from 1st November 2019.
 

 3. If so, please provide management reports and minutes of meetings which
considered progress, and made the decision to change away from the
HouseMark system, towards using pass/fail.

We are unable to locate  any minuted management records which show the
progress or confirms the decision to change the grading system towards
excellent/pass/fail, other than the report that went to Board.
 

 4. Please give the definitions of ‘pass’ and ‘fail’ used by Homes for
Haringey assessors in estate inspections, as related to each category
of the housing assets and land to be inspected. Please give as much
detail as possible.

Haringey estate inspections?

Yes.
 

 6. If so, where are they recorded?

From November 2019 onwards they are recorded in HouseMark Photobook.
 

 7. If so, is there any valid reason why the recommended action points
cannot be published on Homes for Haringey’s website?

               There are a couple of reasons why we do not publish
recommended action points:

 1. We aim to undertake monthly inspections across all our blocks each
month. To transfer these notes each month onto our website would
require a level of resources which we do not have.
 1. If the inspecting officer records a ‘fail’ grade for any part of the
estate inspection, they are required to record the reason for the
‘fail’ grade and the action to be taken to address the problem. These
are internal management instructions to improve performance and
quality, not intended for publication.

  
If you are unhappy with how we have responded to your request you can ask
us to conduct an Internal Review. If so, If so, please contact the
[2]Corporate Feedback Team.  (Please note you should do so within two
months of this response.)
 
You may also complain to the Information Commissioner's office, which may
be able to help you.  However they would normally expect the local
authority to have undertaken a complaint investigation or Internal Review
of the request before they will accept the referral.
