Dear Information Compliance West Mercia,

In my experience when an organisation has had similar response in the past, they offer the pre-existing response, ask whether it satisfies the request, and then invite the requestor to refine the request if necessary refine there request, in regards to the response you provided it detailed a previous request about police enquiry offices, as you see in my clarification by police station I meant building used for policing purposes rather than just those with an enquiry office. In short, the response provided did not fulfil my expectations in regards to answering my request.

I am writing to request an internal review of Warwickshire & West Mercia Police's handling of my FOI request 'Estate Changes'.
I made this request on the 28/10/2017, and I received a response on the 01/11/2017 providing me with a link to a previous disclosure, I felt that the previous disclosure did not relate to the information I had requested, I advised you of this on the same day, to clarify the wording of my request, as the response provided was similar to that another agency had provided me, so I clarified the wording of my request, feeling that you had misinterpreted my request, I received a response to tell that this clarification was of no help. To clarify the information that you disclosed, is in regards to police front counters which have closed over time, whereas the information I have requested, regards to closure of police stations/bases over recent years, and those planned to closed in the future. In regards to your initial disclosure in my experience of Freedom of Information, agencies generally enquiry as to whether a previously published disclosure would be appropriate to fulfil a request, rather than simply disclosing that information. The tone of your responses to this request, and others on the WhatdoyouKnow leave me with interpretation that you do not want to answer requests that other similar organisations seem happy to oblige with, I understand that in the grand scheme of things disclosing information is not a particularly important part of your organisations operations, and you may disagree with having to do it. The conclusion I am left to draw is as organisation you fear negative publicity about the scale of past and future changes to your estate and the impression this may leave of the public.
If I may suggest other police forces & public bodies have a self publishing schemes whereby information that is being regularly requested, i.e property & fleet lists, are self published on their own websites on a regular basis to avoid having to deal with repeat requests.
