Dear Bank of England,

I am conducting historical research with respect to the Bank of England and I have a query regarding the Ways and Means advance to the National Loans Fund that is reported in the Bank's 'Annual Report and Accounts' of financial statements under the 'Issue Department statement of balances'. Specifically, I would like to know when this facility, which is often called the Ways and Means "Account", was first established in this format at the Bank of England.
