Essential/non-essential item guidance for supermarkets

Dear Welsh Government,

Please provide me with a copy of the guidance sent to the major supermarket chains (Tesco, Sainsburys, Morrisons, Waitrose, etc.) on or around Friday 23rd October 2020 that informed them which items in their stores were to be classed as "essential" or "non-essential", so determining whether these items may be sold or not during the current lockdown.

Dear Welsh Government,

Many thanks for your reply to my recent FOI request. However, I have been through the information and links you have provided and - assuming I have not missed it - I cannot find any specific information provided to supermarkets and the determining of essential / non-essential status for the goods they sell.

I feel sure that the supermarket chains must have received some kind of specific "you can sell this / you cannot sell this" guidance, and it is a copy of that guidance that I am seeking. I am, of course, happy to accept that such guidance does not exist if that is the fact of the matter but, in that case, I would appreciate details of how that information was disseminated. And if I have managed to miss this information in the links you provided then please do not be afraid to tell me so!

“Thank you for your further correspondence.  We’re sorry our response
wasn’t sufficiently clear.  The information we hold on the guidance we
issued to supermarkets on what they could and could not sell during the
firebreak period was as provided in our response to you.  However, the
web-link provided has since been up-dated and the information is no longer
available on line.  The information that was available on line and which
we still hold, is provided below.

 

“Setting this in the context of a supermarket, we consider that the
Regulations allow the following types of product to be sold:

 

1.    Food and drink.

2.    Products ancillary to the sale of food and drink, primarily
disposable items used for the preparation and storage of food (such as
kitchen foil, food bags and cling film), but also basic products necessary
to prepare and eat food and drink.

3.    Products for washing clothes and for cleaning and maintaining the
home, including batteries, light bulbs and fuel.

4.    Toiletries and cosmetic products, including toilet rolls and
sanitary products.

5.    Pharmaceutical products.

6.    Baby products including equipment, clothes and nappies.

7.    Newspapers and magazines.

8.    Stationery and greetings cards.

9.    Pet food and other supplies.

10. Products for the maintenance of bicycles and cars.”
