We've checked and the request was sent to the contact email address given at:
http://www.hertspcp.org.uk/SitePages/Con...
It was clearly sent to the right place as the first respondent was the clerk to the panel.
It appears though that the council's FOI team doesn't realise the panel appears to think they have a role in responding to FOI requests made to the panel. (If they do have an arrangement in place we don't know).
