Dear Shepway District Council,

Regarding planning application Y12/0742/SH. ERECTION OF A STAINLESS STEEL ARCH WITH STATUE AT BASE, ASSOCIATED DECORATIVE PAVING AND SEATING AREA WITH PLANTING... Could you please either answer the following questions or supply the requested information or documentation, such as letters, emails, faxes; records of phone calls; minutes or notes of internal / external meetings with any individuals, groups, charities or other bodies concerning the arch.

1. The following comment is from a two page document on the planning website entitled "Heritage" - "During consultation it soon became apparent that the public in general were unaware of this area of Folkestone's role during WW1 and 92% of those consulted believed that this part of Folkestone's heritage should be celebrated by the erection of a permanent memorial at or near the site where the forces were marched from, that being the Road of Remembrance."

On no document on the website including one entitled "Step Short Survey - First 100 results", is there a question asked of the public that could have provided this information. Could you please let me know if there is a page missing from "Step Short Survey - First 100 results" on which this question was included or if there is another document in your possession that is not on the website that includes this question? Or, since this statement indicates 92% public backing for a new memorial on The Leas and is therefore of considerable importance in showing public support for the planning application, can you let me know if you requested documentary proof to back it up

3. Regarding the "Step Short Survey - First 100 results" could you please provide a copy of the form that was used to conduct this survey. Could you also please let me know if information was provided to the planning department indicating the dates on which the survey was conducted, where is was conducted and if a profile of the interviewees was provided. Could you let me know if you had sight of the completed forms that were used in this survey and if they are available for inspection? Could you let me know if any of this information was requested by you?

2. In the "Design and Access Statement" it is stated "As Step Short is a project for Folkestone it was deemed essential that as far as possible local artisans should be employed so far as practical. Therefore several local Architects and Designers were consulted at an early stage. Following this consultation Philip Gearing of Foster Gearing, Hythe was engaged."

Could you please inform me if you were told how many local architects and designers were consulted and were told who they were. Could you provide any documentation that indicated who was consulted apart from Foster Gearing. Could you let me know if any of this information was requested by you?

3. At the bottom of the fourth page of the design and access statement, there is a reference to "an ongoing consultation" followed by a listing of three places where consultation took place - the general public in the town centre, local residents and visitors to the Tram Road Information Centre and the Step Short launch and a mention of articles in the local press and a feature on Meridian, ending on the fifth page with the statement "Breakdown of consultation results attached"

Could you please indicate where on the planning website this "Breakdown of consultation results" can be found or supply any unpublished documentation that contains the consultation results referred to.

Could you please indicate if Step Short used a consultation form for the above consultation and if they supplied you with a copy of it. Was any profile of the interviewees supplied to you? Again if it was could you please provide a copy. Could you let me know if any of this information was requested by you?
