Erection of 40 (approx) new (mostly rusty) masts around Eastbourne

We're waiting for Tom Smart to read recent responses and update the status.

Dear Eastbourne Borough Council,

This is an FOI request.

I have noticed new poles and masts appearing all over the town which currently serve no obvious purpose. Most of these are in very poor and rusty condition, but there are some exceptions that are newly painted. Photographs of the masts can be provided if required but can be easily seen on Google Maps. Approximately around 40 which I have counted and can be found at the following sites:

1- Seaside end of Channelview Road (painted), by Princes Playpark.
2- Seaside (Road) opposite Fort Road (Rusty)
3- Seaside (Road), end of Finmere Road (Rusty)
4- Roundabout in Hampden Park, between Hydneye & Mountfield Road
5- Top of the hill at the end of Lottbridge Drive, Hampden Park
6- Halfway down Southern Road, Hampden Park (Rusty)
7- Cavendish Avenue, end of Belmore Road (Painted)
8- T Junction between Belmore Road & Melbourne Road (Old looking, shorter in height)
9- Halfway down Mendip Avenue. (Old/ rusty, nearby resident said this went up recently at night)
10- Kings Drive opposite Prideux Road (Rusty)
11- Further town towards Eastbourne Town on Kings Drive (old looking, painted)
12- 2x On Whitley Road Bridge (rusty)
13- 2x Granville Road/ Silverhill Road T Junction. (1x large & rusty, 1x short & green)
14- End of Silverhill Road/ Meads Road (Rusty and literally in someone’s tree)
15- Meads Road (near Saffrons Court)
16- Meads Road, end of Grassington Road (Rusty)
17- Trinity Trees/ Trinity Place (rusty)
18- T Junction of Compton Street/ Burlington Road (Rusty)
19- College Road by Tennis Courts (rusty)
20- Cavendish Place/ Langney Road T Junction (short green)
21- Langney Road/ Bourne Steet Junction (tall/ rusty)
22- Pevensey Bay Road, opposite Asda supermarket beside Bexhill Motors (rusty)
23- Saffrons Road, opposite Old Orchard Road (rusty)
24- 2x Dittons Road, Southfeilds Road end (short green x2)
25- Enys Road, end of Upperton Gardens (rusty)
26- Enys Road, opposite Selwyn Road (rusy)
27- The Avenue, beside Avenue Snack Bar (rusty)
28- Borough Lane, opposite Park Close. (rusty)
29- Compton Pl Road, opposite Beechwood Cresent (short, rusty)
30- Victoria Drive, opposite Bradford Street. (rusty, painted silver)
31- Victoria Drive, opposite Oakhurst Road (rusty, pained silver)
32- Victoria Drive, by Green Street Shops (has what looks like an antenna on top)
33- Decoy Drive, just inside Hampden Park (rusty, trees cleared around it)
34- Meads Road, by St Johns Road (rusty)
35- Holywell Road/ Meads Street (rusty)
36- T Junction of Carlisle Road/ Grange Road (rusty)
37- Hartfield Road, opposite Upperton Road (rusty)
At the following sites, there seems to be a base installed ready for a larger mast to be installed.
38- 2x Seaside (Road) Opposite Russ Deacon
39- Decoy Drive mini roundabout

Please can you provide me with the following information?
1- Who is responsible for the Erection of the poles around the Town?
1a- If this isn’t Eastbourne Borough Council can you please tell me who is?
2- Why are rusty poles being installed around the town?
3- Are the masts being installed in preparation for a 5G small cell or other telecommunications equipment?
4- Can you please provide me with a full list of where the masts have been installed?
5- Can you please provide me with a full list of future sites where masts are to be installed?
6- Can you please advise me on the process that needs to go through for a mast to appear in a location? Please provide any documentation.
7- I have contacted Eastbourne Council in a previously FOI request who said that there was no plans to install 5G in Eastbourne. A statement repeated by Councillor Tutt when I met him last year. Can you categorically say that the masts are not for 5G or other telecommunications equipment? And that the nearby tree felling to these sites is not for clearance of radiation pathways?
